Summary Of The Business
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.

The SBCI is the Irish national promotional institution created by the SBCI Act 2014 with the objective of delivering effective financial supports to Irish enterprises, in particular SMEs, addressing failures in the Irish credit market and driving competition and innovation.

The SBCI currently provides funding and guarantees to a range of finance providers to support the provision of long-term low-cost credit to SMEs in Ireland. The SBCI continues to develop its range of financial supports to address market failures in the Irish credit market.

Role Summary
One of the key strategic objectives for the SBCI is developing its digital capability. SBCI has developed a digital platform, the 'SBCI Hub', for engaging and delivering enhanced end-to-end digital processes and services to our Lending partners, SMEs and SBCI end users. In addition, SBCI is embarking on an ambitious digital strategy to optimise our operating model.

We are seeking the skills of a Digital Transformation Manager who will lead SBCI's digital transformation, ensuring the delivery and continuous improvement of the SBCI Hub platform and coordinating the delivery/improvement of other IT solutions. This role combines technical leadership with a strong focus on digital enablement, driving initiatives that enhance user experience, streamlining processes, and promoting innovation. Working closely with internal teams and external partners, the Digital Transformation Manager will shape and implement strategies that strengthen SBCI's digital capabilities and support its long-term business objectives.

Key Responsibilities
The role will include but is not limited to:

* Act as product owner for the SBCI Hub, defining product vision and roadmap, ensuring timely delivery of new features to budget and on time, and effectively managing third party developers.
* Lead and manage a team responsible for the planning and delivery of digital enablement initiatives in SBCI and continuous improvement of the SBCI Hub, including documentation of business and technical requirements and sprint management of delivery.
* Manage Cloud and Security infrastructure to maintain robust cybersecurity standards.
* Collaborate with internal teams and external partners to deliver end-to-end digital processes that improve operational efficiency and user experience.
* Drive continuous improvement through digital innovation, exploring emerging technologies and best practices.
* Provide scheduled reporting on digital performance metrics and project progress.
* Ensure effective project control procedures for timelines, budgets, and risk management.
* Act as liaison with NTMA IT for internal IT projects and integration with SBCI systems.
* Support cross-functional projects and contribute to SBCI's broader digital strategy, ensuring effective project control procedures and processes are in place to maintain control on delivery timelines, schedules, costs and risks .

The SBCI operates with a small and focused team, which means that flexibility is required from all team members to contribute to efforts beyond their specific areas of responsibility when necessary. All team members are expected to participate in cross-functional projects and initiatives within the SBCI and with external stakeholders.

Qualifications And Skills
Qualifications

* Minimum 7 years' experience in IT operations or project management within financial services or IT consultancy.
* Proven experience in digital transformation projects, UX principles, and stakeholder engagement.
* Experience in leading and managing a high performing team
* Third-level qualification in Computer Science or Project Management or other relevant qualification
* Strong understanding of cloud-based infrastructures and SaaS solutions.
* Experience managing agile projects and technical workstreams.

* Strong communication and influencing skills at senior level, including written and presentation skills.
* Excellent planning, organisational, and problem-solving abilities.
* Ability to lead teams and foster collaboration across diverse stakeholders.

* Ability to meet deadlines and perform tasks in a fast-paced environment.

Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
