Technical Project Manager – Front‑End / Scope & Definition Focus
The Project Manager will act as the Contracting Entity’s representative, providing support to the Technical Delivery Manager throughout the project life cycle. The role focuses on project initiation, functional brief interpretation, and technical scope definition, ensuring projects are established effectively and aligned with programme, organisational and contractual objectives.
Key Responsibilities
Lead and support the early stages of projects.
Develop Functional Briefs into Technical Scopes.
Write scopes in alignment with RIAI/RIBA workflows, H&S regulations and aviation directives.
Define project structure, support delivery approach and governance.
Embed best‑practice processes from the outset and ensure clarity across stakeholders before mobilisation.
Provide induction training to infrastructure new starts.
Develop and manage key documents such as Project Execution Plan and Stakeholder Management Plan.
Ensure alignment with internal standards, delivery frameworks and governance.
Build and maintain strong working relationships with key stakeholders and external teams.
Oversee Technical Delivery SharePoint updates.
Coordinate and support all project lifecycle stages.
Manage interfaces across internal and external stakeholders.
Maintain RACI chart and ensure accountability across teams.
Co‑ordinate design consultant frameworks and other providers.
Lead design review processes and communicate approvals.
Maintain and support functional and controls teams, including project risk registers.
Participate in change control processes.
Ensure effective communication and information flow across all stakeholders.
Identify and implement organisational process and workflow improvements.
Participate in Lessons Learned activities.
Demonstrate broad understanding of NEC PSC contracts and Project Design Assurance activities.
Manage and facilitate Technical Scope Reviews on behalf of the Technical Delivery Manager.
Act in the spirit of mutual trust and collaboration.
Ensure contract compliance.
Qualifications
Minimum 10 years’ experience in construction/infrastructure project delivery.
Strong understanding of project delivery in Ireland.
Experience on front‑end project stages (scope, initiation, statutory planning).
Knowledge of the full project lifecycle.
Capability in scope writing and briefing processes.
Solid understanding of RIAI/RIBA methodologies and associated workflows.
Knowledge of Ireland’s Health & Safety regulations, including PSDP services.
Commercial awareness and acumen.
Background in Architecture, Engineering or related experience preferred.
Strong proficiency in MS Office Suite.
Proven ability to work proactively and reactively, anticipating issues.
Proven ability to improve processes and workflows.
Proven ability to manage multiple stakeholders effectively.
Experience setting up project workflows, templates and governance structures.
Desirable
Aviation or airport project experience.
Experience working in live operational environments (e.g. airports).
Experience acting as a client‑side project manager.
Comfortable working at pace and in a dynamic environment.
Knowledge of SharePoint editing and publishing.
Additional Requirements
Must be able to provide 5‑year address history (Garda vetting, clearance requirement).
Flexible and adaptable approach to working in a dynamic project environment.
Strong attention to detail with a solution‑oriented mindset.
Working Arrangements
3 days onsite / 2 days hybrid.
Initially 8 weeks of full‑time in office.
