JOB DESCRIPTION
Applications are invited from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent or temporary vacancies for the position of Executive Engineer in Monaghan County Council shall be filled.
The Role
Executive Engineers are appointed to a wide variety of roles across the Council. The role can include responsibility for the management and successful delivery of a range of major and minor capital projects, responsibility for the management and effective delivery of a range of services and responsibility for the management and supervision of assigned staff. The Executive Engineer will work as part of a team.
The Executive Engineer will work under the direction of the Senior Engineer or Senior Executive Engineer or other officer designated by the Director of Services or the Chief Executive.
The ideal candidate

have satisfactory experience supervising staff and be able to work within, and contribute positively to multi-disciplined teams and have the ability to motivate and encourage personnel under their control to achieve maximum performance;
have strong interpersonal, presentation and communication skills;
be an innovator and willing to use their own initiative;
possess strong organisation and IT skills;
have a good working knowledge or demonstrate an ability to acquire a good working knowledge of the legal, regulatory and governance framework within which Monaghan County Council operates and adhere to corporate policies, protocols and procedures;
have good knowledge and awareness of Health & Safety Legislation and Regulations, their implications for the organisation and the employee, and their application in the workplace;
have an understanding of the role and duties of managers in safety management in the workplace;
have a reasonable knowledge and experience of Project Management;
have a creative and innovative approach to problem solving;
have the ability to manage financial resources within a budgetary control framework.

DUTIES AND RESPONSIBILITIES
The duties of an Executive Engineer are to perform, under the discretion and supervision of the appropriate Supervisor, such engineering or ancillary services of an advisory, supervisory or executive nature, including the supervision and control of staff as may be required.
The actual duties will include but are not limited to the following:

The implementation of engineering programmes in the areas of roads, traffic, wastewater, housing, recreation and amenity, environment and other services;
Designing and preparing contract documents, tendering, recommending on appointment of successful contractors and managing the construction phase of projects;
The supervision and contract administration of construction/operations/maintenance works;
Managing a direct labour/engineering/administrative workforce and associated industrial relations issues including the Performance Management Development System;
Preparing budgets and ensuring that works are implemented within allocated budgets;
Dealing efficiently, effectively and professionally at all times with stakeholders, including local authority staff, elected members, community groups, businesses and residents;
Ensuring that staff are trained and operate within the relevant skill sets;
Compiling, preparing and presenting reports as necessary to a variety of stakeholders including organisation of public consultation meetings and processes;
Maintain and proactively develop a culture of Health & Safety in the workplace;
Ensure compliance with Health & Safety Legislation and Regulations, and Monaghan County Councils Health & Safety systems;
Ensuring works are implemented in compliance with all relevant legislation and regulations concerning procurement, planning etc.;
Liaising with and responding to other local authorities, government departments and statutory agencies where required;
Preparing and presenting reports to the Council, Municipal Districts, Strategic Policy Committees, etc;
Deputising for the Senior Executive Engineer or other senior grade when required;
Carrying out such other duties as may be assigned from time to time.

These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of the Executive Engineer and may be subject to change in the future.
The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Monaghan County Council.
