The Project
The project is a generational initiative providing Dublin & Ireland with a world class Metro system to support the fast growing population. It features an 18.8km fully autonomous metro, 16 stations, tunnelling sections and multiple structures. The project will integrate existing transportation systems and collaborate with Dublin airport, Irish Rail and LUAS. The role holder will be part of the HSSEQ team within the HSSEQ Directorate, reporting to the project quality lead. The successful candidate must lead by example and act as a role model to uphold the highest standards across the project.
The quality advisor shall assist the quality lead in advising on overall quality compliance in accordance with ISO 9001, project policies and relevant statutory provisions. The role holder will provide leadership in delivering a world class quality management system and ensure compliance for all project activities. The quality advisor will act as a source of expert technical advice, providing assurance and due diligence on quality management to ensure delivery in line with statutory, legal and contractual requirements.

You will ensure the successful delivery of key assignments and defined business areas, providing strategic direction and monitoring delivery aligned with the overall vision and objectives.
You will be responsible for delivery from project inception/brief through design development and planning, contractor procurement and construction in line with the delivery program and milestones.
On behalf of external/third-party clients, you will oversee project management from inception to post-completion.
Supports the quality Lead with setting and implementing quality policies and strategies.
Supports the development, management and maintenance of a quality management system maintained to ISO 9001 standard, ensuring quality processes meet requirements and operate effectively.
Delivery of quality delivery standards and compliance requirements for all project activities.
Development, procurement and implementation of tools and systems for consistent quality reporting metrics and trend analysis.
Development of quality training materials and collateral to support the business.
Develop quality requirements and work with procurement to ensure they are built into contracts with the supply chain.
Developing and managing processes to confirm contractual quality requirements and set expectations for the supply chain.
Directing the implementation of reporting methods to provide accurate data from the supply chain through to the project directorate.
Undertaking forensic analysis of quality failures to ensure corrective and preventative actions are implemented.
Supporting a learning environment where continuous improvement can be achieved.
Managing and delivering quality forums for discussion and knowledge sharing across the project.
Developing and implementing a risk-based audit programme with active reporting of findings and corrective actions.
Ensuring up-to-date quality information is communicated across the project in collaboration with the communications team.

You’ll Need To Have
5+ years’ experience leading and embedding quality management systems with at least 3 years’ experience managing project quality requirements across the lifecycle in high value metro rail projects or similar scale/complexity.
Effective knowledge and application of quality management systems.
Knowledge of ISO 9001 standard and certification.
Strong analytical and reporting skills.
Good knowledge of management principles and operational controls through the delivery lifecycle.
Experience in development and implementation of tools and techniques in an operational environment.
High level of knowledge of current industry standards and regulations.
Working knowledge of construction, consultancy and facilities management industries.
Educated to degree level (or equivalent).
Formal auditor training within relevant subject.
Line management experience.
Quality assurance experience and quality management system experience.
Internal auditing experience.
Good working knowledge of Microsoft Office 365 and data analysis tools.
Excellent written and communication skills with customer focus.
Ability to work to tight deadlines alone and as part of a team.
Strong organisational and analytical skills; ability to report effectively and manage stakeholders.
You’ll Also Have
Experience in implementation of digital control tools.
Understanding of key project controls and processes such as design, procurement, tendering and project delivery.
Understanding of outsourced business models.
Ability to deal with and influence senior management.
