ComReg Overview
ComReg is the statutory body responsible for regulating fixed and mobile communications, postal and premium rate services in Ireland.
Our mandate, which until recently has been to create a competitive marketplace, to protect and inform consumers, and to encourage innovation, is expanding into new areas as we take on statutory responsibilities in the fields of accessibility, cybersecurity, physical resilience, AI, cloud and data.
This is an exciting time of growth for ComReg as we will shortly take on new statutory responsibilities covering digital matters arising from EU legislation, including: the 2022 Network and Information Systems (NIS2) Directive, the Critical Entities Resilience (CER) Directive - addressing cybersecurity and network resilience - together with the EU Data Act, the EU AI Act, and the European Accessibility Act (EAA).

Division overview
The Corporate Services Team
The Corporate Services Division develops and implements corporate affairs and communications strategies designed to enhance and support our organisational performance and effectiveness. It is a key function, supporting all other Divisions across ComReg in the areas of Human Resources, Health and Safety and Facilities Management, Finance and Procurement, Corporate Governance, Information Technology and Public Affairs and Communications.
The role and responsibilities
Reporting to the Finance Manager, the Procurement Specialist will bring a strategic approach to procurement within ComReg and will work within the Finance & Governance Unit. They will ultimately be responsible for advising on, and ensuring compliance with procurement regulations and best practice, a key function of the Unit. While procurement processes are currently decentralised across the various Divisions within ComReg, our objective is to ensure that each individual involved in procurement is supported so that they are aware of their responsibilities, can access relevant guidance documentation and templates and adhere to the organisation's procurement policies and procedures.
The Procurement Specialist will play a key role in ensuring that ComReg achieves these objectives.
Key areas of responsibility for this role will be:
Development and management of the annual procurement operational plan
Preparation of an annual resourcing plan to deliver the operational plan
Preparation of monthly reports for management on procurement activities highlighting exceptional items and compliance indicators
Monitoring the day-to-day procurement operations across the organisation including:
* Ensuring compliance with all procurement regulations
* Tender evaluations for high value procurement items are carried out in accordance with procurement rules
* Proper sign off of procurement documentation
* Publication of notices on the E-tenders website & EUOJ
Ensuring staff can avail of the appropriate levels of procurement and contract management awareness-raising and training
Ongoing collaboration with ComReg's legal advisors on procurement matters
Preparation of a biennial Corporate Procurement Plan
Lead on the development and implementation of initiatives to improve the procurement process including, updating of internal procurement guidance documentation, enhancements to the organisation's online Procurement Application and ensuring green public procurement practices are embedded into procurement processes
Assisting with the preparation of audit files and associated queries
There may be other general business support and administrative duties assigned to the successful candidate.
Qualifications and Experience
Essential
A minimum of a Diploma (or higher) equivalent to a level 8 on the National Framework of Qualifications in the area of Public Procurement or a related field
Solid experience of public procurement practice
Excellent knowledge of procurement and of the Office of Government Procurement framework
Experience in using the new E-tenders website
Experience in providing advice and guidance on procurement best practice
Experience of Microsoft 365 and of using IT in administrative functions
Excellent report writing and communication skills [LH1]
Demonstrated experience of engaging and working with multi-disciplinary teams and external advisors and stakeholders
Exceptional problem-solving skills and attention to detail
Desirable
A Project Management qualification
Experience in establishing Framework agreements
Data analytics skills
Experience of preparing an annual procurement operational plan
Experience working with national public sector bodies or EU institutions, regulatory environments and / or experience in the application of EU directives and regulations

Salary €63, €87,654.93* (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
