Job Title: Clinical Claims Manager (FTC 12 months)

Summary of the Business
The NTMA provides a range of asset and liability management services to Government. These services include borrowing on behalf of the Government and management of the National Debt, the State Claims Agency, NewERA, the Ireland Strategic Investment Fund, the Future Ireland Fund and the National Development Finance Agency. It also assigns staff and provides business and support services and systems to the National Asset Management Agency, the Strategic Banking Corporation of Ireland.
The NTMA is designated as the State Claims Agency (SCA) when performing the claims management and risk management functions delegated to it under the National Treasury Management Agency (Amendment) Act 2000. The SCA’s principal objectives are:
To manage delegated claims and counterclaims to ensure that the liabilities of State authorities are contained at the lowest achievable level, acting fairly and ethically in dealings with people who have suffered injuries and their families.
To implement targeted personal injury and property damage risk work programmes to mitigate litigation risk in State authorities and healthcare enterprises, thereby reducing the costs of future litigation.
To manage claims for legal costs and recover legal costs as incurred.
The SCA’s remit covers personal injury and third‑party property damage risks and claims relating to certain State authorities including the State itself, Government ministers, the Attorney General, the Health Service Executive, the voluntary healthcare sector, An Garda Síochána, the Irish Prison Service, the Defence Forces and community and comprehensive schools. It also manages third‑party costs arising from certain Tribunals of Inquiry.
Role Summary
The Claims Manager is accountable for the management of clinical negligence claims under the Clinical Indemnity Scheme.
Principal Accountabilities
Manage an assigned portfolio of clinical claims against the State under the Clinical Indemnity Scheme.
Investigate and evaluate each assigned claim and seek guidance from senior colleagues as appropriate.
Propose an approach for investigation and resolution of a case and implement it upon approval.
Liaise with solicitors and other third parties to seek guidance on the most appropriate approach to a claim.
Select solicitors, barristers and experts for a case and attend meetings with the relevant State authority.
Ensure timely processing of all claims and maintain accurate documentation.
Assist health authorities and hospitals in managing/assisting with coronial inquests.
Act as a daily contact for State authorities assigned to provide advice and guidance on issues pertinent to the Clinical Indemnity Scheme, providing medical‑legal advice to all hospitals within the assigned portfolio.
May allocate work to administrators but has no supervisory responsibilities.
Experience
Experience managing medical defence litigation with a minimum of 5 years’ experience.
Third level and/or professional qualification.
Skills
Relationship management skills.
Excellent written and verbal communication skills.
Negotiating and problem‑solving skills.
IT skills commensurate with principal accountabilities including knowledge of NIMS, iManage and other relevant systems.
Ability to work collaboratively with others, both inside and outside the organisation.
Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and is entitled to or in receipt of a pension from the Civil or Public Service, or if a Civil/Public Service pension commences during the appointee’s re‑employment, that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012. Applicants will be required to complete a pre‑employment declaration to confirm whether they have previously availed of a Public sector pension scheme.
