Job Title: Facility Operations Manager

Contract Type: Full Time, Permanent

Reporting to: Head of Facilities Management


Purpose of the Role

This role exists to ensure that all facility service requirements across the hospital campus and off-site locations are delivered to the highest standards with minimal disruption to patients, staff, and visitors. The Facility Operations Manager will oversee a diverse range of services including waste management, security, car parking, landscaping and groundskeeping, and contract management of off-site facilities. The role will provide operational leadership and direction to both in-house staff and third-party service providers, ensuring services are safe, efficient, and compliant with regulatory and accreditation standards. The role ensures services are managed effectively on a day-to-day basis while also driving compliance, quality, and value for money across all assigned functions. The Facility Operations Manager will provide operational leadership, coordinate contractors and in-house teams, and promote and preserve the Bon Secours Mission, Values and Ethos.

Principal Duties and Responsibilities

* Coordinate the day-to-day delivery of assigned facility services ensuring smooth and effective operations while providing guidance to staff and contractors as required. Maintenance services remains outside the scope of this role.
* Identify opportunities for improvement and develop implementation plans for the Head of facility Management.
* Lead and manage the delivery of facility services, ensuring a safe, secure, and welcoming environment for staff, patients, and visitors.
* Oversee waste management systems, ensuring compliance with legislation and hospital policies.
* Develop and implement solutions to reduce waste, improve recycling rates, and ensure compliance across all waste streams.
* Manage and administer security services including personnel, CCTV, and access control in collaboration with service providers.
* Oversee hospital car parking arrangements for staff and the public, ensuring efficient use and fair management of spaces.
* Direct landscaping and groundskeeping activities, maintaining hospital grounds to a high standard.
* Manage contracts and service delivery at hospital off-site locations.
* Management of staff mobile telephones, ASCOM internal phones, TV services and associated contracts.
* Support the Head of Facilities Management by coordinating departmental compliance activities and centralising evidence for accreditation such as JCI
* Lead, motivate, and support in-house staff delivering services under this remit.
* Manage relationships and performance of third-party service providers on a daily basis, resolving issues as they arise.
* Develop, manage, and report on operational budgets, ensuring cost control and value for money.
* Oversee and report on projects within the scope of facility services, delivering to time, budget, and quality standards.
* Support continuous development of services by advising senior management and participating in hospital improvement projects.
* Ensure adherence to Health & Safety regulations and best practice across all areas of responsibility.
* Maintain effective communication with stakeholders, providing regular reports to the Head of Facilities Management.
* Undertake any other duties that may reasonably be required.

Leadership

* Deliver strong professional leadership with the highest level of interpersonal and communication skills.
* Contribute to the strategic planning, operational management and commercial viability of the Hospital.
* Establishes good working relationships and networks effectively with external organisations and individuals to keep up to date with best practice standards.
* Effectively work towards achieving service goals and objectives.

People Management

* To establish effective communication with colleagues within the Facility management team and across the wider hospital.
* To supervise the work standards and productivity amongst contractors.
* To ensure that appropriate arrangements are in place for the continuing education, and training of staff that improves the department quality delivery.
* To be responsible for ensuring that the provisions of the Health and Safety at Work Act are adhered to within the department, that the legislative requirements for relevant chemical data and risk assessments are fulfilled and that staff comply with mandatory training requirements.

ESSENTIAL QUALIFICATIONS

* A recognised third-level qualification in facilities management, business management, health & safety, or a related discipline.

DESIRABLE QUALIFICATIONS

* MSc Degree
* Project Management
* Lean / Six Sigma

ESSENTIAL EXPERIENCE

* Minimum of five years' experience in facilities, estates, or support services management in a healthcare or complex environment.
* Proven track record of managing daily operations in a multi-service facilities or estates function.
* Demonstrated experience in contractor management and performance monitoring.
* Experience in managing multi-disciplinary teams and services.
* Strong knowledge of compliance standards and accreditation processes relevant to healthcare facilities (e.g., JCI, HIQA).
* Experience in budget management and reporting

DESIRABLE EXPERIENCE

* Experience working in a hospital or healthcare environment.
* Project management experience in facilities or estates services.
* Experience in leading sustainability or environmental initiatives

Leadership & Direction:

* All posts in Bon Secours Hospital require a high level of flexibility to ensure the delivery of an effective and efficient service. Therefore, the post holder will be required to demonstrate flexibility as and when required by their manager or hospital management.

* Ability to plan and prioritise daily operational work effectively while balancing longer-term projects.

* Demonstrate evidence of effective planning and organising skills including awareness of resource management and importance of value for money
* Demonstrate evidence of proven facilitation skills

* Demonstrate leadership and team management skills including the ability to work in the multi-disciplinary team
* Demonstrate project management skills

Communication:

* Have a capacity to lead, organise and motivate staff
* Possess the interpersonal skills to facilitate effective team dynamics
* Have excellent interpersonal and communication skills

Personal Commitment and Motivation:

* Demonstrate a patient/service user centred approach to provision of services

DESIRABLE SKILLS, COMPETENCIES AND/OR KNOWLEDGE

* Evidence of building a culture of safety
* Ability to produce concise reports / reporting tools to support audit / KPI, Data Mgt function.
