The Role of the Senior Executive Librarian

The Post of Senior Executive Librarian is a professional position requiring a degree and postgraduate qualification in librarianship or a degree in librarianship. The ideal candidate will be highly motivated, with drive and commitment to delivering quality public services and ongoing professional development. They should demonstrate clear knowledge and understanding of:

* Local authority services, key stakeholders, and relationships
* Local government structures, democratic roles, and mandates
* National and international public library policy and strategy


The Ideal Candidate Will

* Have experience and skills in leadership and management
* Possess excellent communication and interpersonal skills
* Have experience in people management and team leadership
* Have experience in change management and project management
* Be knowledgeable about current issues and future directions of libraries and local government
* Be committed to the public interest
* Possess satisfactory IT skills, including knowledge of relevant technical ICT packages
* Hold a current, full, clean Class B driver’s license and have access to a car


Additional Qualities and Skills

The candidate should also demonstrate through their application and interview that they:

* Are committed to modern and innovative library service delivery
* Can work within and lead multidisciplinary teams, motivating staff to achieve high performance
* Can work independently and use initiative
* Have experience in community and stakeholder engagement, working in partnership with other sections and outside agencies
* Have administrative experience at a high level
* Have a proven track record in staff management
* Have a strong understanding of the professional role of librarians and 21st-century library services
* Possess knowledge of public service organization in Ireland
* Understand the changing environment of Louth County Council and adapt accordingly
* Have experience in strategic planning and implementing initiatives to improve library services, infrastructure, and collections
* Support current performance management and development systems
* Possess strong interpersonal, communication, networking, and advocacy skills
* Can manage financial resources within a budget
* Lead in providing excellent customer service
* Understand the role of digital technologies in library services
* Experience in leveraging emerging technologies in library operations
* Possess knowledge of health and safety legislation and its workplace application
* Have thorough knowledge of Irish local government or demonstrate the ability to acquire it quickly
* Can deputize at a senior level when required
