About the Employer:
Limerick City and County Council working with the National Directorate for Fire and Emergency Management of the Department of Housing Local Government and Heritage have established the Fire Services National Mobilisation and Communications System which is tasked with implementing national policy as approved by the Minister of Housing, Local Government and Heritage.

The National Mobilisation and Communications System has delivered the next generation fire service mobilisation and communications system. While the current three individual regional systems have operated successfully since the early 1990s, the technology has now moved forward sufficiently to enable the establishment and migration to one single national system, with communication nodes in the three former Regional Communications Centres.

Limerick City & County Council operates this system on behalf of all local authorities to provide a platform for the emergency call answering mobilising and ancillary functions to support fire services. This national system greatly enhances resilience in the three nodes and facilitates the distribution of costs on a national basis as well as the development of standardised national technological systems and operational processes to serve the public who need to make 999/112 calls. The core elements of the project are:

• The migration to a National Digital Radio System (Tetra) platform;

• The development of a new Fire Service Command and Control software platform which all three regions will use for receipt and despatch of 999/112 calls; and

• The standardisation of operational process in the three regions, i.e. staffing, training, quality management, control room procedures, etc.

About the Role:
The NMACS Operations Manager will work closely with staff and colleagues in the Department's National Directorate, as well as liaising with staff in local authority fire services and the services communications centres.

While the primary location of the Operations Manager will be in offices provided by Limerick City and County Council, the Operations Manager will work also in Mayo and Dublin Regional Communication Centres and may work at other agreed locations.

The NMACS Operations Manager will also be required to travel and to attend meetings in Ireland and abroad in line with stated duties. In particular, the role involves developing close links with Communications Centres and local authority staff, including participating in periodic visits to Communications Centres and to each local authority.
a. Within Limerick: Daily contact and interaction with staff at all levels, including at or above the level of responsibility of the post, across technical and administrative streams, providing support and advice to the Head of NMACS as required.
b. Outside Limerick: Regular contact with other officials of the Department of Housing, Local Government and Heritage, other Government Departments, Local Authorities, Principal Response Agencies, other specialist/ support agencies, contractors, organisations and interest groups, nationally and internationally, connected with relevant areas.

About You:
The ideal candidate shall have the following Skills and Experience:

• Strategic Management and Change:
o Strong experience of control centre operations and advanced knowledge of call-taking / mobilising technology;
o Significant experience at a management level;
o Experience of implementing agreed strategies to meet objectives and the ability to expand and improve the range, quantity or quality of existing services;
o Experience of recommending changes in strategies in light of change in circumstances.

• Delivering Results:
o Excellent organisation skills and discipline, and possess the drive to deliver the required results;
o Strong judgement and capacity to work autonomously;
o Ability to work under pressure in a cross functional environment and to tight timelines;
o Ability to implement strong quality assurance;
o A high level of attention to detail and accuracy;
o Experience of managing internal controls to assure process and legal compliance and fraud prevention;
o Experience of managing a portfolio of projects and agreeing priorities, planning delivery timeframes, tracking project progress;
o Ability to drive productivity through continuous process improvement;
o Experience of managing finance and budgets and ensuring value for money;
o Experience of providing information on the pattern of demand and activity and the skills to schedule/programme the carrying out of work.

• Performance through People:
o Experience in the management and supervision of staff, building effective teams, developing motivation and commitment and maintaining sound employee relations;
o Experience of putting in place efficient and effective working structures, performance management arrangements and target-based objectives;
o A high level of personal commitment, with an ability to create a culture of trust and openness where all members of the team will benefit;
o Ability to promote an open knowledge sharing environment that builds knowledge, skills and service for the benefit of the Local Authority as a whole;

o Ability to develop and maintain productive relationships with all customers and stakeholders. Meet regularly with stakeholders, providing updates, presentations and reports, taking customer feedback and ensuring any learning from same is used to enhance the operations of the Local Authority;
o Ability to take responsibility for customer concerns raised and see them through to conclusion;
o Strong communication skills, with highly developed influencing and engagement skills including issue/conflict resolution.
