Compliance Monitoring & Safety Manager — Dublin Aerospace
Overview
The SCM is responsible for establishing an independent Compliance Monitoring System to monitor compliance with EASA, IAA and other applicable national authority requirements and for keeping the Accountable Manager informed of airworthiness/compliance standards across the organisation. The SCM Manager is the primary point of contact for safety-related matters pertaining to relevant EASA/UKCAA regulations and is responsible for the development, administration and maintenance of Dublin Aerospace Safety Management System.
Key Responsibilities
* Implement a Compliance Monitoring Audit programme to monitor maintenance procedures within the organisation.
* Monitor the Compliance Monitoring System for compliance with EASA Part 145.
* Provide reports to the Accountable Manager on the effectiveness and current status of the Compliance Monitoring System.
* Assess sub-contractors for extension of the organisation’s Management System when required, ensuring compliance to IAA, UK CAA and other authority requirements.
* Assess suppliers/vendors (including specialist services) used by the organisation in maintenance.
* Process additions to the scope of Approval in accordance with EASA, UKCAA and other authority requirements.
* Report un-airworthy conditions to the relevant authorities.
* Issue Part 145 authorisations to certifying staff and maintain control of records for Certifying Staff and B1/B2 support staff.
* Maintain liaison with the IAA/UKCAA on airworthiness/regulatory matters.
* Implement the Compliance Monitoring Feedback system as required by 145.A.200(a)(6).
* Be prepared to undertake other duties as reasonably assigned by the Company.
* Create and modify the Compliance Monitoring Programme to meet regulatory and Company requirements and continually improve.
* Oversee day-to-day management and performance of the Compliance Monitoring Programme.
* Create and modify the Audit Schedule to cover all applicable requirements.
* Disseminate compliance issues and results to personnel (management and non-management).
* Manage the Safety and Compliance team and external auditors to ensure audits are planned, scheduled and undertaken timely.
* Ensure all findings are closed satisfactorily or escalated to the Accountable Manager.
* Provide summary reports and process measurements for Safety and Compliance data to the Safety Action Group (SAG) and Safety Review Board (SRB).
* Provide annual performance reports on the Compliance Monitoring Programme to support management review at SRB.
* Be the primary contact for the IAA/UKCAA and other external bodies regarding Safety and Compliance issues.
* Facilitate external audits and administer audit reports and closure of findings.
* Ensure Safety and Compliance Team are properly trained, qualified and competent.
* Develop and implement Safety and Compliance performance measurements aligned with departmental objectives.
Safety Responsibilities
* Facilitate hazard identification, risk analysis and management including Management of Change.
* Monitor the implementation of actions taken to mitigate risks.
* Ensure safety management training is available and meets acceptable standards.
* Initiate and follow up on all safety reports and internal investigations.
* Manage and attend the SRB.
* Provide periodic reports on safety performance to support the Safety Meeting Structure.
Core Competencies
* Acceptable to the Irish Aviation Authority and UK Civil Aviation Authority.
* Detailed knowledge of a wide range of air legislation.
* Hold NAA Aircraft maintenance Licences or an equivalent engineering qualification.
* Proven ability to develop, organise and manage staff.
* Understand operational issues across component, base and line businesses.
* Ability to work effectively in a team and independently at all levels.
* Flexible with excellent communication skills and able to meet deadlines.
* High level of computer literacy and IT systems knowledge.
* Ability to align company approvals strategies with organisational goals.
* 6 years’ aviation experience, 3 of which must be in a Compliance Monitoring role.
* Where applicable, satisfactorily complete Dublin Aerospace competency assessment procedures. Knowledge of safety investigation techniques and HF principles.
* Safety management systems based on EU requirements and ICAO Annex 19.
* Competence in compliance monitoring techniques (planning, auditing, reporting, follow-up).
* Ability to advise personnel on addressing non-compliances and root cause analysis with effective preventive actions.
* Demonstrate leadership, clear communication (written and verbal), and the ability to simplify complex manuals, procedures, processes and policies.
* Competence in or potential to use CMS software.
* Formal training in compliance monitoring, safety management systems and risk management as required by IAA.
* Experience with management systems including compliance monitoring and safety management; risk management.
