Role
The position is a senior role within the Finance function reporting to the Director of Finance in the relevant Local Authority. The successful candidate will be responsible for modernising and managing change in the Finance function with a focus on designing, implementing and maintaining a robust Tax compliance framework that meets Revenue rules and governance standards. They will introduce new initiatives, policies and procedures and work with multidisciplinary teams in a dynamic local authority environment.
Responsibilities
* Design, implement and maintain a robust Tax compliance framework.
* Lead provision of taxation-related advisory and guidance within the finance function.
* Deliver management accounting and/or financial accounting functions for the assigned portfolio, including statutory accounts, revenue/capital budgets, financial reporting, purchase to pay, debtor management, and tax compliance.
* Lead an accounting team and provide professional financial advice and support to non-finance managers and the executive team.
* Develop, train and educate staff in finance and tax to maintain high proficiency.
* Monitor and improve internal controls to ensure financial compliance.
* Ensure adequacy of departmental financial systems and support changes and new structures as required.
* Liaise with internal and external auditors; support Strategic Policy Committees, elected members and a range of stakeholders.
* Support the delivery of value for money.
* Other duties as required from time to time.
Qualifications
Essential Education, Training and Experience
* Possess a professional accountancy qualification and be a member of a recognised body of accountants.
* Experience of accountancy work, including management accounting and/or financial accounting.
* Experience in staff management and knowledge of public sector finance.
Desirable Education, Training and Experience
* Be a qualified member of a recognised body of accountants.
* Minimum of five years experience in Irish taxation including employment tax, RCT, PWST, VAT, BIK, etc., and
* Experience in accountancy work with management accounting and/or financial accounting.

Working Arrangements
* The role is full-time, temporary and pensionable.
* Contract is for a fixed term of three years.
* Blended working may be available in line with the Council’s policy; remote working up to two days per week may be possible where suitable, subject to operational requirements.
Salary
Salary range: €80,967 – €94,435 (illustrative scale). Details will be determined in accordance with circulars from the Department of Housing, Local Government and Heritage.
Hours & Leave
* Normal hours: 35 hours per week. SDCC reserves the right to alter hours.
* Annual leave entitlement: 30 days.
