In particular he/she will be responsible for the production of timely and accurate financial statements appropriate for the users in accordance with generally accepted accounting principles.The following roles will report into the Finance Manager:PayrollAccounts TeamReceptionContract Type: PermanentHours/Salary: 35 hours per week / Sarlary is linked with the HSE Consolidated ScalesRole / Main Areas of Responsibility:Financial Accounting and Reporting:Prepare quarterly management accounts for CFO review, ensuring accuracy and timeliness.Maintenance and development of accounting systems, including the nominal ledger.Ensure accuracy of financial data through regular reconciliations, accruals, and variance analysis.Oversee ledger inputs and coding across payroll and procurement systems, ensuring compliance and accuracy.Perform monthly reconciliations and analysis of expense and balance sheet accounts, investigating variances against budget and prior year, and summarizing key data and trends for CFO review.Provide further financial analysis and reporting to support CFO decision-making.Development and maintenance of Fixed Assets Register.Preparation of financial reporting returns as required by funders, including HSE Pobal and other grant bodies.Manage preparation and submission of VAT and RCT returns to Revenue.Annual AuditPreparation of annual accounts for a number of different statutory companies.Preparing work papers for audits and liaising with auditors on accounts issues.Provision of further information as the auditor's requests as assigned.BudgetPreparation of annual balanced budget in consultation with the Chief Financial Officer.Cash Flow and Working Capital ManagementOversight of reconciliation of Bank Accounts and performing daily cash application functions on bank accounts.Obtaining full familiarity of payroll and Time Management System and providing weekly payroll/labour analysis against budget.Arranging monthly payment of payroll deductions following reconciliation of nominal ledger with payroll deductions.Develop system to ensure that all receivables are properly identified and collected and accounted for on a timely basis. Such receivables include HSE Core Funding, Rehabilitative Training Funding/Allowances, HSE Pension Funding, Grants Receivable, Capital Assistance, External Agencies Income, Fundraising Income and Donations, Other income including rent etc., Service Users - Weekly Disability, Living Alone Allowance Fuel Allowance and Pension Income, Ward of Court Receipts, Household Benefits, Weekly and contributions.Work with Chief Financial Officer on reviewing capital spending and project completion status.Other DutiesPerforming back-up functions for various positions in the accounts department.Coordinating and/or working on special projects as assigned by Chief Financial Officer.Liaising with IT personnel in relation to DMS (Data Management System), Time Management System and Internal Intranet System.Arranging offline and Electronic Payments.Development and adaptation of role in accordance with needs of the organisation.Updates job knowledge by keeping current with financial regulations and accepted practices; participating in educational opportunities, maintaining personal networks and participating in professional organisations.Attending external events and committee meetings.Participating in training as required for the role and organisational needs.This list of duties is intended as a guide and is not exhaustive. Professional approach to both colleagues and clients, ensuring standards are maintainedQualified Accountant (ACA, ACCA or CPA)Audit preparation experience.Extensive experience of Nominal Ledger accounting Irish GAAP.Knowledge of Sage 50 or similar accounting system.Knowledge of ROS (Revenue Online System) and IBB (AIB Internet Banking).Strong Excel skills.Strong analytic and statistical skills with excellent attention to detail standards.Experience of process improvement or change management would be beneficial.Strong communication skills both written and oral.Good organisational skills with the ability to manage under pressure and to deliver to tight timeframes.Ideally 3+ years experience post-qualificationPrior management or team leadership experience - ideally supervising a small finance team is desirableReporting ToChief Financial Officer
