Job Overview
The Procurement Operations Manager plays a vital role in overseeing the delivery of site operations within their remit. This involves ensuring works are completed as per relevant specifications, safety standards, customer requirements, and quality systems.
Key Responsibilities:
* Coordinate human resources within the team, liaising with support functions such as HR and Safety.
* Program and schedule works to maximize efficiency and resource allocation.
* Ensure preparation of construction stage health and safety plans from preliminary plans provided by clients.
* Carry out regular inspections/audits on temporary traffic management.
* Liaise with operations managers/supervisors/foremen and ensure proper record-keeping for various projects, including quantities of materials used, plant and equipment utilized, labor on site, weather records, safety audits, toolbox talks, task briefings, SSWPs, variations to work requirements, directions issued by local authority/client, and post-construction surface dressing records.
* Monitor the quality of surface dressing works to ensure compliance with institute of asphalt technology guidelines for surface dressing in ireland 3rd edition.
* Coordinate testing and sampling of emulsions and aggregates in accordance with ce marking and en surface dressing requirements and en slurry surfacing requirements.
* Ensure that all raw materials are ordered from approved suppliers only and identify potential suppliers.
* Ensure only approved contractors are appointed to perform sub-contracts operations.
* Plan, forecast, and schedule works; manage financial performance of contracts; proactively manage costs; submit invoicing/valuations; and complete monthly accounts, including wip and accruals.
* Aware of all work in progress and maintain control.
* Nurture existing customer relationships and develop new ones.
* Develop technical expertise in company products and services.
* Direct, manage, and lead contracting operations across the republic of ireland, prioritizing safety for employees and contractors.
* Grow market share in revenue, tonnage, and products.
* Develop internal and external capability to deliver road maintenance services across the island of ireland.
* Measure performance in productivity, quality, health & safety, costs, revenue, and asset management.
* Develop programs to improve production efficiency.
* Contribute tenders in a timely and efficient manner.
* Evaluate environmental procedures, such as recycling and waste minimization, and implement improvements.
* Promote a positive employee relations atmosphere within the organization.
