Senior Pre-Construction Manager for EMEA Data Centers

The Senior Pre-Construction Manager will act as the primary liaison among Real Estate, Design Engineering, Construction, and other key teams during initial planning, conceptual design, and development phases. This role involves providing guidance on costs, schedules, and constructibility.
Our team is pioneering innovative products and transforming cloud computing. The successful candidate will support the development and implementation of design standards across regional programs and produce high-quality, consistent documentation for processes, standards, and procedures.
We are seeking candidates with advanced critical facility pre-construction knowledge and extensive practical construction experience to set standards in this vital delivery phase.
If you have experience managing global pre-construction standards, bid documents, specifications, and working within broad design and construction frameworks, this role could be ideal for you.
Key Responsibilities:
* Represent AWS to ensure projects are completed on time and within budget, while improving processes, costs, quality, health and safety, and sustainability.
* Lead and mentor large cross-functional teams, motivating and focusing personnel at all levels to deliver projects successfully.
* Facilitate communication across departments and serve as an authority on project issues.
* Identify gaps in project plans and propose solutions leveraging your experience and tools.
* Negotiate contract terms with developers, contractors, and consultants, including site validation, due diligence, risk analysis, design management, and stakeholder engagement.
* Act as the primary escalation point for evaluating project feasibility and pre-development actions, managing and documenting issues.
* Lead negotiations with contractors and procurement teams, evaluate bids and proposals, and report on key metrics like schedule, cost, and budget.
* Review and contribute to global standards and data center template designs.
* Manage complex, cross-functional projects from site selection through permitting and contract execution, keeping stakeholders informed.
* Control project scope, drive timely decisions, and escalate blockers.
* Coordinate with internal and external teams to secure resources, set priorities, and drive results.
* Conduct negotiations on scope and costs, and evaluate due diligence and schedule tracking to ensure successful project handovers.
* Uphold high standards and drive accountability, including coaching and disciplinary actions as needed.

Minimum Qualifications
* Professional fluency in Arabic
* 7+ years of experience in mission-critical facilities, including design, pre-construction, scheduling, construction, and commissioning
* Knowledge of civil, electrical, and mechanical engineering principles
* Understanding of critical data center equipment
* Ability to travel approximately 40%
Preferred Qualifications
* 7+ years of experience in Construction Site Management, including negotiations and bid evaluations
* Professional certifications such as CCM, PMP, or equivalent
* Knowledge of additional languages
* Bachelor's degree in Construction Project Management, Architecture, Engineering, or related field
