Summary of the Business
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority, the Ireland Strategic Investment Fund, the National Development Finance Agency and the NTMA Future Ireland Funds business unit. In addition, the NTMA assigns staff and provides services to the National Asset Management Agency, the Strategic Banking Corporation of Ireland and Home Building Finance Ireland (together the “Affiliate Agencies”).
Role Summary
This is an exciting opportunity for talented and motivated graduates to join the NDFA Project Management division of the NTMA on a 23‑month Associate Programme commencing in September 2025. The programme is open to graduates with a degree in Construction and Infrastructure or a related discipline.
The NDFA provides financial advice to State authorities in respect of those public investment projects which are referred to it, with a capital value over €75 m. It also procures and delivers Public–Private Partnership (PPP) projects and certain Exchequer‑funded projects as requested by State authorities. The NDFA also provides post‑handover contract management and support services to some sponsoring bodies in respect of the operation and maintenance of their operational PPP facilities.
Day‑to‑day, you will work on large scale State capital expenditure projects (typically > €75 m capital) across a diverse range of sectors including education, justice, social housing and others. You will work alongside officials from relevant Government Departments and agencies, as well as other professional advisors, and in partnership with private sector sponsors, construction contractors, equity and debt funders and their professional advisers.

* Preparation and review of tender documentation
* Review and evaluation of tender submissions
* Site visits to monitor construction and operational projects
* Invoicing reviews
* Report writing and minute taking
* Managing relationships across a broad range of clients and transaction types, particularly public‑private partnerships
Learning and Development
Associates typically also complete additional training and professional chartered examinations, and will be offered the full range of NTMA supports in this regard combined with a detailed associate training programme and associate network across the NTMA in addition to on‑the‑job training.

Qualifications and Eligibility
Successful candidates will have a minimum of a 2.1 honours degree or a minimum of a 2.1 Master’s, ideally in a related discipline. Pension Abatement
