Role Summary
The Construction Project Manager will be responsible for the end-to-end management of residential development schemes within the organisation's pipeline. This includes overseeing contract administration, securing necessary project funding, ensuring strict adherence to cost controls, monitoring critical risks, and reporting project progress to the Line Manager and all relevant internal and external stakeholders.
The role involves managing a range of delivery models, including new build, Design and Build (D&B), and Modern Methods of Construction (MMC) projects. A core function is assisting in the financial appraisal of new opportunities to increase housing supply, ensuring financial viability and value for money in compliance with statutory and funding body requirements. The Project Manager will also contribute to procurement activities, assist in the line management and training of junior staff, and support the maintenance and creation of departmental policies and procedures.
Key Responsibilities
Project and Delivery Management
* Manage a portfolio of development projects from initiation through to handover and completion, ensuring delivery is on time and within budget.
* Develop, maintain, and issue up-to-date project programmes, cash-flow forecasts, and detailed risk registers for all assigned projects.
* Oversee all aspects of project control and supervision, including the commissioning of design teams and reviewing design proposals for economy and compliance with organizational specifications and service scopes.
* Prepare detailed financial submissions for approval by the Governing Body and relevant Government Departments.
* Manage procurement and tendering processes in full accordance with National and EU Procurement regulations and Health & Safety legislation.
* Prepare comprehensive tender reports for approval and contract ratification.
* Maintain continuous oversight of the construction delivery programme, mapping progress, identifying critical paths, and mitigating delays.
* Liaise with and advise site-based construction inspection personnel (Clerk of Works) as required.
* Lead on or assist in dispute resolution processes, working in conjunction with the Directorate and legal advisors.
* Conduct performance reviews of Professional Consultants and Contractors.
* Act as a secondary point of contact or line manager for junior staff in the absence of the Line Manager.
* Attend and present at external public and stakeholder meetings as required, which may occasionally occur outside of standard office hours.
Financial Monitoring & Control
* Ensure all projects achieve defined value-for-money metrics and comply with financial guidelines.
* Monitor project financials, including the maintenance of payment trackers and the submission of all certificates and invoices for approval and payment.
* Prepare and submit funding applications to Local Authorities, Government Departments, and other Relevant Funding Agencies (e.g., in housing, energy), ensuring adherence to defined criteria and timescales.
* Develop well-articulated cases for time and cost overruns when necessary.
Compliance and Policy
* Maintain a current and comprehensive knowledge of standard Public Works Contracts and associated procedures.
* Operate, maintain, and review (under supervision) Development Department procedures and quality management systems in line with external agency auditing requirements.
* Ensure internal audit requirements are addressed and met by direct reports.
* Co-ordinate the flow of inter-departmental information necessary for key performance indicator (KPI) tracking.

Attractive salary commensurate with experience Circa 50,000 -70,000 Euro per annum
