Job Title: Data Management Officer
Reports to: Global Technical Advisor for Data Management
Terms: Fixed-term, Full-time, 2 years, Hybrid (50% office attendance)
Salary: GB5 (€47,539 - €52,821)
Role Purpose
As part of Concern Global Data Management team, you will provide support to Concern countries in all aspects of data management, including support for collection, analysis and use of quantitative data collected via Concern’s DDG system. This role will focus specifically on supporting the technical aspects of Concern’s Digital Data Gathering system – managing the day to day running of the survey request system, ensuring adherence to GDPR standards, rollout of application updates, supporting the implementation of ETL processes designed by the Data Management Advisor, including API endpoints and DBMS, for use in Power BI dashboards and reports.
Managing the survey request system
Maintain an online survey tracker system on Sharepoint
Coordinate building of digital surveys and tools on iFormBuilder as per requests from countries, prioritising where necessary according to protocols
Manage data anonymization processes for data collected on Concern’s DDG system
Lead on the building of digital versions of new standard indicators and data collection tools in XLSForm format that will be used across all Concern programmes
Communication
Lead on iForm Builder communication including weekly calls with Zerion
Liaise with Concern’s HO’s IT team and technical advisers from the SAL Directorate
Communicate technological solutions to M&E problems clearly to non-technical people, including Concern’s staff in field locations
Update Concern’s Programme Quality (PQ) Guide with all standard indicators, tools and related guidance
Data Collection & Management
Support the management and monitoring of data collected via Kobo Toolbox, ensuring data completeness, accuracy, and timeliness
Assist with data cleaning, validation, and basic quality checks on incoming datasets
Database Support
Assist in maintaining relational databases used to store Kobo and other data sources
Support routine database operations such as data uploads, backups, and basic performance checks
Help organize and manage data tables to ensure consistency and usability for analytics
Facilitate standardisation of non-standard content (e.g., country-based choice lists) to minimise schema drift
ETL Pipeline Support
Support the development, execution, and monitoring of ETL pipelines that move data from Kobo into databases and analytics environments
Work on automated cleaning and QA scripts through the standard pipeline
Assist with scheduled data refreshes and troubleshoot basic ETL errors under guidance from senior staff
Help implement simple data transformations required for reporting and analysis
Reporting & Analytics Support
Prepare datasets for use in Power BI reports and dashboards
Assist in validating data displayed in Power BI against source systems
Support routine refreshes and maintenance of existing Power BI reports
Collaboration & Learning
Work closely with data scientists, data engineers, and program teams to understand data needs
Follow data governance, privacy, and security guidelines
Continuously build skills in databases, ETL tools, and data visualization
General

Requirements
Bachelor’s degree in computer science, Data Science, Information Systems, Statistics, Engineering, or a related field
Basic understanding of databases and SQL
Experience or exposure to ETL concepts
Familiarity with data concepts such as data cleaning, data validation, and structured datasets
Strong attention to detail and willingness to learn
Good communication skills and ability to work in a team environment
