Housing Manager
Location: Dublin, County Dublin, Ireland
Contract: Full-time, Permanent
Purpose of the job: To act as part of the management team and lead and manage a staff team in the provision of the Housing Management and Maintenance service in your area of responsibility.
What You Will Do
* Manage staff performance, uphold best practice in human resourcing and performance management, and comply with legal requirements in relation to employment, recruitment, supervision, health and safety, welfare, training and development.
* Achieve strategic goals through ownership and leadership of the team, including ongoing exploration of opportunities to add value to job accomplishments.
* Ensure high levels of staff efficiency through training, instruction, supervision and leadership, fostering performance, morale and motivation.
* Plan weekly and daily staff schedules and assignments.
* Coordinate maintenance schedules and assignments.
* Monitor performance, including KPIs, and administer action plans consistently and timely in line with organisational policy.
* Provide support to staff to encourage joint teamwork with Services staff and lead as an example in creating a harmonious environment.
* Handle all administrative processes involving staff on a timely basis (e.g., performance reviews, payroll, time sheets, change of status forms).
* Contribute to management meetings and forums to support the strategic development of the organisation.
* Develop and manage annual budgets, forecast requirements, analyse variances, data and trends.
* Maintain accurate records of all transactions and submit them on a timely basis (e.g., rents, damage reports, move‑in/move‑outs).
* Prepare annual budgets and income projections accurately and timely.
* Maintain constant vendor/contractor communications concerning scheduling, billing, vendor relations and certificates of insurance.
* Ensure invoices are submitted to the Accounts Department for payment, handle petty cash and all funds.
* Prepare and implement procedures and systems to ensure orderly, efficient workflow.
* Confirm all properties and corresponding paperwork are inputted into the Housing Management System (Affinity) accurately and on time.
* Maintain current resident files properly.
* Lead the emergency team for all properties and ensure proper response and handling of emergencies within organisational policy to minimise liabilities.
* Ensure the organisation’s policies and procedures for housing management and maintenance are implemented, reviewed regularly and fit for purpose.
* Investigate and respond to complaints in line with company policy and guidelines.
* Ensure compliance with the terms and conditions of the Tenancy Agreement and proactively manage any breaches of obligation.
* Proactively manage rent setting, rent collection and ensure rent arrears are kept to an agreed minimum.
* Maintain property appearance and ensure repairs are completed on a timely basis.
* Ensure that void periods are kept to an agreed minimum.
* Liaise with contractors and property management companies where applicable.
* Assure quality and quantity of all Focus Housing properties.
* Manage cyclical and planned maintenance and ensure that properties are inspected regularly and communicate any service‑related needs.
* Ensure that all repair requests are recorded, categorised and completed within the required timespan.
* In conjunction with the manager coordinate and review Health and Safety compliance across all sites.
* Lead staff by implementing a "safety first" principle.
* Participate as a Health Safety Committee member and in the annual delivery of training for Health Safety Champions.
* Participate in the development and implementation of Health and Safety policies and procedures.
Other
* Work within the framework of the overall objectives of Focus Ireland.
* Positively promote Focus Ireland in activities and conduct.
* Comply in full and adhere to all Focus Ireland policies, including confidentiality, protection and access to records and the organisation’s electronic communications policy.
* Work with the Head of Housing and the Property Housing Director to undertake all duties which may reasonably be assigned from time to time.
* Participate in relevant training and development courses as agreed with your manager.
* Collaborate with the team in working together together.
* Be vigilant to any Health, Safety and Welfare risks in the workplace and bring any concerns to the attention of your line manager or Health Safety Representative.
What You Will Need
* Third level qualification in Housing Management and Maintenance, Property or another relevant area.
* Practical experience and understanding of social housing and Focus Ireland’s role in this area.
* Proven leadership capability, drive and ambition with the ability to take initiative.
* Strong people management skills.
* 2–4 years of relevant management experience.
* Positive and proactive approach to dealing with diverse teams and functions.
* Understanding and/or experience of working with tenants who have experienced homelessness or been at risk of homelessness.
* Good commercial acumen and proven success for delivering objectives.
* Strong project management, budgeting and management skills.
* Excellent communication and presentation skills.
* Excellent attention to detail and a solution‑focused attitude.
* Proficiency in MS Office (Excel, Word, Outlook).
* Team player with excellent attention to detail.
* Be trustworthy and conduct the role with integrity.
* Full clean driving licence and access to a vehicle.
