Background
Dublin is growing, and the delivery of much needed new social and affordable homes is one of the biggest challenges we face as a City. Dublin City Council's Housing Team is at the forefront of this and is actively driving forward delivery on nearly 100 residential projects across the city that can unlock the potential for over 12,000 new homes.
These projects include a mix of vacant and infill sites, as well as the regeneration of existing flat complexes. Delivery is achieved through a blend of direct Council-led delivery and strategic partnerships with organisations like the Land Development Agency (LDA), Approved Housing Bodies (AHBs), and private sector collaborators.
The Role
This newly created position offers an exciting opportunity for a passionate and capable professional to play a key role in shaping Dublin's housing landscape. As
Development Manager
, working to a senior officer, you will be instrumental in supporting the delivery of new housing projects from concept to completion—ensuring they meet the highest standards of quality, cost-efficiency, and timely delivery. You will also support the Council's work to prepare for the next round of housing projects including identifying Council owned land and assets but also identifying opportunities to acquire land and to develop new partnerships.
You will work closely with internal teams and external multi-disciplinary consultants to manage complex residential schemes. Your expertise in housing policy, market dynamics, and development viability will be essential in navigating the challenges and opportunities of urban housing delivery. The ideal candidate will have relevant technical qualifications, but most importantly will have a strong interest in the housing and development sector, with the associated drive, work ethic and adaptability.

The ideal candidate shall have

Qualifications
Character:
Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education
Candidates shall on the latest date for receipt of completed application forms meet the following requirements:
1. hold at least an ordinary bachelor's degree (level 7 or higher on the National Framework of Qualifications (NFQ)) in construction management, engineering or a related discipline relevant to the post;
OR
1. hold an ordinary bachelors degree (level 7 on the National Framework of Qualifications (NFQ))
AND
a post-graduate masters degree (level 9 on the National Framework of Qualifications (NFQ)) in construction management, engineering or related discipline relevant to the post.
Experience
Candidates shall on the latest date for receipt of completed application forms:
1. have at least five years satisfactory experience relevant to the role after attaining the qualification referred to under (3) above;
2. possess a high standard of technical training and experience appropriate to the nature of the role, including administrative experience;
3. have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
Duties
The duties of the post
include, but are not limited to, the following: -
* Support Senior Officers and technical staff in managing all phases of residential development—from initial concept and options appraisal through master planning, securing planning permission, detailed design, procurement, construction, handover, and post-project review;
* Ensure all work adheres to relevant professional practices and industry standards, including the Capital Works Management Framework (CWMF);
* Assist in procuring professional teams such as consultants, development partners, and contractors;
* Administer and manage contracts, monitor progress against milestones, prepare monthly reports, contribute to programme planning, review budgets, and identify and mitigate risks;
* Promote a commercially focused approach to development that ensures the delivery of viable social and affordable homes. This includes aligning cost and design, considering lifecycle costs, standardising design for efficiency, and exploring innovative construction and delivery methods;
* Coordinate with internal teams, external stakeholders, statutory and non-statutory bodies, utility providers, and landowners to resolve issues and ensure smooth project delivery;
* Manage engagement with Councillors and the public, including overseeing statutory consultation processes required for planning approvals;
* Represent the Council at meetings with elected members, stakeholders, community groups, and residents. Prepare reports for Council committees, central government, and other key stakeholders;
* Contribute to the achievement of the Council's broader objectives, including those outlined in the Corporate Plan;
* To carry out any additional responsibilities as assigned.
The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to, an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council.
The duties of the post are to give to the local authority and to
(a)
The local authorities or bodies for which the Chief Executive is Chief Executive, and
(b)
To any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies referred to in sub-paragraph (a) of this paragraph under the general direction and control of the Chief Executive or of such officers as the Chief Executive may from time to time determine, such appropriate computing, technical, management, administrative, executive, supervisory, advisory and ancillary services as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties and to exercise such powers, functions and duties as may be delegated to them by the Chief Executivefrom time to time including the duty of servicing all committees that may be established by any such local authority or body. The holder of the post will, if required, act for an officer of a higher level.
