Hub Manager – Bantry – Permanent Contract – 35hr per week – Ref C062

CoAction West Cork provides high-quality services to support children and adults with intellectual disability and autism. Our aim is to help each service user reach their full potential, working in partnership with families and carers within the community.

Reporting to: Adult Day Services Manager

Base: Various Locations throughout West Cork

Overall Purpose of Position

The Hub Manager is responsible for operations and provision of supports and services to adults in their hub(s). This includes adult day services, supported employment, home support, supported living, evening and weekend supports, and any other services developed in the future. The Manager will lead a staff team, ensuring services are delivered in partnership with each person’s circle of support, and will work with colleagues to review, reconfigure, and develop services responding to identified needs and national policy.


Responsibilities


Supports Service Provision

* Manage and ensure services in the hub(s) operate in line with CoAction policies and HSE New Directions Policy.
* Regularly review and assess individual needs through a person-centred planning tool and MDT as appropriate.
* Collaborate with managers and coordinators of other CoAction services to provide seamless supports.
* Know each supported person and the services provided to them.
* Ensure up-to-date person‑centred plans with clear short‑ and long‑term goals.
* Guide staff in implementing plan goals and delivering supports.
* Promote compliance with legal and accreditation requirements, fostering a culture of best practice.
* Attend case review, case conference and referral enrolment meetings as required.
* Maintain records in Salesforce, ESS, NASS, and other systems.
* Report safeguarding concerns in line with policy and legislation.
* Participate in service review, reconfiguration and development based on identified needs and available resources.
* Maintain open communication with families, volunteers and the local community.
* Ensure that referrals are managed and prioritised appropriately with the MDT.
* Participate in the on‑call system and submit reports as requested.


HR Responsibilities

* Line‑manage and supervise staff, including communication, engagement, supervision, appraisal and development.
* Plan staff rosters ensuring suitable staffing levels and skill mix.
* Recruit, select, induct, train and develop staff with HR.
* Maintain staff records and documents such as leave and timesheets.
* Encourage clear, regular communication among staff.


Health, Safety and Risk Management Responsibilities

* Responsible person for health and safety at the hub(s) per Safety Statement.
* Ensure health, safety and risk management policies are implemented and regularly reviewed.
* Ensure GDPR compliance.


Financial Management Responsibilities

* Manage overall budgets for the area and approve purchase orders and invoices.
* Establish financial management systems with Adult Day Services Manager and Finance Manager.
* Ensure maintenance and repair issues are addressed in a timely manner.
* Plan resource allocation with value for money in accordance with policy.
* Approve expenditure in line with procurement policy.
* Approve staff timesheets and working time forms.


Strategic Planning, Community Networking, Training & Professional Development

* Develop strategies and plans to deliver support within the community.
* Keep abreast of national and international developments and best practice.
* Represent CoAction at the local hub level and develop links with families and community organisations.
* Attend training as identified with Adult Day Services Manager.
* Undertake any other duties commensurate with this position.


Person Specification


Essential Qualifications

* Third‑level qualification in a relevant area (e.g., Healthcare, Social Care, Health Economics, Youth, Community).
* Full driver’s licence and access to a vehicle.


Desirable Qualifications

* Recognised management qualification (QQI Level 6).


Essential Experience

* Five years’ experience in social care/service setting.
* Experience working to professional and/or best practice standards.
* At least two years’ experience in a supervisory/management role.


Desirable Experience

* Service management experience.
* Experience with HSE New Directions Interim Standards.
* Providing supports in community settings.
* Supporting people to live independently.
* Managing outreach supports.
* Project management experience.
* Experience with social inclusion initiatives.
* Budgetary and resource management experience.
* Experience with databases/systems such as Salesforce.
* Experience reviewing and developing policy.
* Experience growing social capital and local networking.


Essential Knowledge, Skills and Competencies

* Commitment to HSE New Directions Interim Standards.
* Promote a culture of safety, positive risk‑taking and creativity.
* Strong verbal and written communication, balancing diplomacy and assertiveness.
* Build and maintain relationships with diverse stakeholders.
* IT skills: Word, Excel, databases, report writing.
* Excellent organisational and prioritisation skills.
* Problem‑solving and adaptability.


Desirable Knowledge, Skills and Competencies

* Financial/ budgetary management knowledge.


Additional Information

* A flexible approach to working hours is required to meet deadlines and manage evening and weekend supports.
