Capital Programme Lead Officer
This is a challenging role that requires strategic leadership and management skills to coordinate the Council's Capital Programme. The successful candidate will have responsibility for co-ordinating the programme, including effective linkage and communication with project sponsors.
The postholder will be required to identify and secure external funding and resources towards delivery of the Council's Capital Programme and help establish a culture of collaboration, partnership, innovation and improvement, underpinned by evidence-based reporting, in strategy development, service delivery and performance.
The role involves developing robust systems and processes to ensure the availability of evidence-based management reporting and delivery of an effective and efficient service.
The successful candidate will contribute to the overall leadership and management of the directorate and work with the Director and other Heads of Service/Lead Officers to deliver services and functions and achieve strategic outcomes.
Main Responsibilities:
* Strategic Leadership and Management
* To consistently uphold and demonstrate the Council's Values and act as a role model for leaders, managers and employees.
* To develop robust systems and processes to ensure the availability of evidence-based management reporting and delivery of an effective and efficient service.
* To be responsible and accountable for the day-to-day management of the service/function.
* To contribute to the overall leadership and management of the directorate and work with the Director and other Heads of Service/Lead Officers to deliver services and functions and achieve strategic outcomes.
* To support the Director to lead on the delivery of organisational change and transformation.
* To implement the Council's Performance Management and Improvement processes to help embed a culture of high performance and continuous improvement.
Requirements:
* A degree or equivalent qualification and two years senior management experience OR five years senior management experience.
* Senior management experience must include: taking the lead in the management of a function/department or service area; evidence of working in a politically sensitive environment; evidence of internal and external stakeholder engagement and effective partnership working; responsibility for financial management and the development of strategies and policies to support organisational goals and objectives; access to transport to meet the needs of the post.
Benefits:
* Salary: PO9; SCP 50-53; £60,695 - £64,192 per annum.
* Hours: 37 hours per week, Monday to Friday, but work outside these hours, including evenings may be necessary to meet the needs of the post.
