The Legal Services Regulatory Authority (LSRA) is an independent public body established on the 1st October 2016 under the Legal Services Regulation Act 2015 as amended (the Act). It is responsible for the regulation of the provision of legal services by legal practitioners (both solicitors and barristers) and for ensuring the maintenance and improvement of standards in the provision of legal services.

The Role

Reporting to the Authority of the LSRA, the role of Chief Executive Officer is a key leadership and senior management position. The new CEO will be responsible for leading the LSRA, as well as demonstrating corporate leadership, vision and driving strategic direction. The successful candidate will be responsible for the day to day running and governance of the organisation to support the effective and efficient delivery of the organisation's mandate, goals and strategy. The role will also ensure effective engagement with the wide range of stakeholders involved across the legal profession, the wider civil and public service and consumers of legal services.

Key Responsibilities

T he main roles of the Chief Executive Officer in supporting the LSRA in the exercise of its functions

are set out in detail in the 2015 Act, but can be summarised as follows:

* Implement the policies and decisions of the Authority;
* Manage and control generally the Authority's staff, administration and business;
* Be responsible to the Authority for the performance of his or her functions;
* Perform such other functions (if any) as may be required by the Authority or as may be authorised under the Legal Services Regulation Act;
* Attend and provide a detailed update on the activities undertaken and provide advice or information as required at Authority meetings;
* Liaise with the Registrar and Chairperson of the Legal Practitioners Disciplinary Tribunal to
* ensure the effective and independent administration of the Tribunal and to ensure that
* sufficient resources and governance arrangements are in place;
* Implement good governance, strategic, business, annual, periodic review, public
* consultation or other reporting obligations;
* Keep all proper and usual accounts of moneys received and spent by the Authority or
* submit estimates with its approval;
* Attend before the Oireachtas Joint Committee on Justice, or any Committee established to replace that Committee, to give account for the general administration of the Legal Services Regulatory Authority.
* Give evidence, whenever required in writing, to the Public Accounts Committee of Dáil
* Éireann on the regularity and propriety of transactions, the economy and efficiency of the
* use of resources, the systems, procedures and practices employed for evaluating the
* effectiveness of operations or any matter relating to these that may be raised in a report of
* the Comptroller and Auditor General;
* Administrate and collect the annual levy on the legal professions through which the LSRA is
* funded;
* Maintain the Roll of Practising Barristers, the register of Limited Liability Partnerships and
* the register of Legal Partnerships;
* Provide leadership and strategic direction on the challenging programme of research
* undertaken by the Authority including the delivery of any recommendations made by the
Authority.

The Person

The position of Chief Executive Office of the LSRA presents a unique opportunity for a highly motivated candidate who will display innovative leadership and sound organisational abilities in the delivery of the broad remit of the LSRA.

The role will require proven experience of senior management experience, as well as the ability to successfully manage collaborative relationships with stakeholders. The successful candidate will have an understanding of the legal services sector in Ireland and the regulatory issues and challenges relating to that sector. The role will also require experience in governance and administration, including financial and HR, of a public body, a regulatory body or a similar organisation in the private sector.

Essential Criteria

The successful candidate will demonstrate evidence of:

* A Level 8 qualification on the National Framework of Qualifications in a relevant discipline(s) for example in law, business, public administration or governance
* A minimum of five years' senior management experience demonstrating leadership in an organisation of comparable staffing levels, budget and complexity
* Experience in the governance and administration, including financial and HR, of a public, private or regulatory body
* Knowledge of the legal services sector in Ireland and the regulatory issues and challenges
* relating to that sector
* Demonstrated responsibility for strategic vision and strategy implementation in support of the
* ongoing leadership and development of a public body in a complex stakeholder environment
* Excellent communication skills and a track record in the management of relationships, including influencing and managing multiple stakeholders
Sound judgement in managing and prioritising complex issues, with a proven ability to focus with initiative and resilience on the delivery of outcomes and results.

Desirable Criteria

The successful candidate may demonstrate evidence of:

* Experience of working in the Irish public sector
* Experience reporting to a Board of Directors and working on Board Committees
* Experience in the administration and maintenance of standards of a professional conduct and complaints regime
* Experience of the delivery of large scale complex research projects including crafting credible recommendations for reform
Experience of the application of competition and/or consumer policy objectives in the provision of sectoral services
