The Role:
Gas Networks Ireland (GNI) has been tasked by the government with developing a Strategic Gas Emergency Reserve (SGER). GNI has created a separate internal Project team which is responsible for progressing the SGER initiative which is responsible for developing a comprehensive business case and programme plan for delivery. There is a requirement for a Regulatory Analyst to support the regulatory and commercial activities under the Project.
Reporting to the Regulatory and Commercial Manager, this position will involve leading economic and regulatory analysis to support the commercial and regulatory input into a Final Business Case for the Project. In parallel, it involves leading GNI’s interactions with gas industry stakeholders and forums as well as developing key commercial arrangements with gas market participants, in accordance with the business plan for the Project. The ability to ensure professional response/interactions with Regulatory Authorities, in all relevant jurisdictions, and with other key stakeholders by building strategic relations will be a key success factor to the role, as will the ability to forge strategic relationships with internal stakeholders.
Duties and Responsibilities:
* Provide high-quality analysis, including through external service providers, for a gas storage solution in Ireland.
* Provide high-quality analysis of the European funding landscape for strategic reserve infrastructure.
* Provide high-quality reports to project and business leadership on commercial and regulatory requirements within the LNG and gas storage industry, including Third Party Access, State Aid, market operations, etc.
* Engage with Regulatory Affairs and cross functionally with the wider GNI business on market initiatives related to the Project.
* Proactively engage with industry stakeholders on the gas storage and LNG markets within the wholesale gas market in Ireland.
* Support engagement with the energy Regulator on the design of a gas storage operator.
* Input into responses to related industry consultation papers and questionnaires.
* Remain up to date on regulatory development at domestic and EU level that impact on gas reserve operators.
* Supporting the Projects interactions with the Regulatory Authorities in ROI, NI and GB (CRU, UR and Ofgem) to maintain and develop regulatory relationships.
* Assist in the development and implementation of a gas contractual framework in ROI, NI and GB as required.
* Assisting the development of the relevant Licences.
* Co-ordinate consultation responses, both ROI and NI, and internal and external reporting commitments as required, including internal monthly report.
* Support procurement needs, including for external service providers.
* Other duties may be assigned from time-to-time.
Knowledge, Skills and Experience:
* Relevant qualification in Engineering, Law or Business with a minimum of 3 years post qualification experience.
* Excellent analytical skills and be able to identify and analyse problems and potential
* improvements, and propose and implement solutions.
* Ability to create and develop good working relationships to facilitate the accomplishment of work goals, including with the ability to gain commitment from others.
* Results focused with a track record of getting results through others.
* Strong communication skills, both written and verbal.
* Previous experience with initiating and maintaining strategic relationships both internally and externally, using strong influencing skills to achieve business goals.
* A good understanding of business operations and the commercial viability and impact of regulatory decisions on the performance of the organisation.
* Driver of high standards for individual, team and organisational accomplishment and delivering desired results.
* Proven track record of dealing with complex issues, proactively and in a timely fashion, along with the ability to communicate complex information to others.
* Irish and European gas industry knowledge and previous experience working within a regulatory environment will be an advantage.
* Interest in developing a knowledge and understanding the nature of the regulatory environment and key stakeholders such as CRU, UR, Ofgem etc.
* Ability to set own high standards of performance and delivering desired results.
