Job Description: Property Services Manager Job Title: Property Services Manager Reference: PSM002 Location: Dublin Responsible/Reporting to: Head of Housing and Property Management Job Purpose: To manage and lead the property and asset management team.
Oversee and implement HAILs Asset Management Strategy, particularly the Planned Maintenance Programme.
Recommend and oversee contractors in the provision of HAILs responsive repairs service, cyclical and planned maintenance programmes.
Provide property technical advice across the organisation.
Salary Scale: €59,043 - €73,737 (dependent on experience) Job Information: Full-time post, 35 hours per week, Monday to Friday.
Some evening work may be required.

Role Description As a member of HAILs Extended Management Team, you will oversee the delivery of Maintenance and Property Management services.
Key duties include: Leading the property and asset management team.
Implementing HAILs Asset Management Strategy and Planned Maintenance Programme.
Managing contractors for responsive repairs and maintenance.
Providing technical property advice across HAIL.
Key Roles and Responsibilities1.
Operations Asset Management Deliver stock condition surveys and maintain a stock database.
Project manage Asset Management Strategy.
Deliver planned maintenance within budget.
Ensure properties meet legislative standards.
Manage annual safety servicing for homes, facilities, and offices.
Conduct investigations as required.
2. Operations Response Maintenance Deliver a high-quality responsive repairs service.
Manage contractor relationships and meetings.
Oversee efficient void works for new and re-lets.
Provide technical assistance to staff and residents.
Manage contracts for repairs, cyclical and planned works.
3. Budget Management Develop and manage maintenance budgets.
Maintain cost awareness across operations.
Produce long-term investment programmes (30-year projection).
Ensure procurement compliance and value for money.
4. Customer Service and Tenant Engagement Promote excellent customer service.
Support tenant engagement strategy.
Provide technical support for communal enhancements.
5. Organisational and Managerial Contribute to business and strategic planning.
Support delivery of HAILs organisational objectives.
Manage and support the property and asset management team.
Represent HAIL at sector meetings and forums.
Implement Health & Safety Policy and ensure compliance.
Liaise with finance on budgeting.
Ensure value for money.
6. New Development Provide technical due diligence and life cycle cost assessments.
Collaborate with the Development Team on scheme appraisals.
Oversee property handovers and defect liability periods.
7. Systems and Reporting Develop and maintain policies, procedures, and reporting systems.
Implement new IT and software solutions for property services.
Analyse repair performance trends to inform planning.
Report key performance movements to Leadership Team.
8. People Management / Team Leadership Support and develop staff with appropriate training.
Maintain operational awareness and engagement.
Promote HAILs values and supportive culture.
Lead staff engagement activities.
Person Specification Essential Criteria Third level qualification in a relevant discipline.
Minimum 5 years experience in a similar discipline including asset inspections, response, cyclical & planned maintenance, and major work project management.
Willingness to undertake professional development.
Full valid drivers license and access to a car / ability to fulfil mobility requirements of the post.
Specialist role-related knowledge, specifically building surveying, contract management, and building pathology.
Experience of developing productive relationships with internal and external stakeholders.
Keeping up to date on key technical and regulatory developments and sharing relevant information with team members.
Experience of leading and managing a team successfully.
Flexible and effective work style.
Successful project management full life cycle of scoping, procuring, and managing repairs, cyclical and planned maintenance contracts.
Knowledge of Health and Safety legislation and compliance within a facilities management and construction setting.
Ability to work with people showing empathy and discretion.
IT literate, including experience of Property and Asset Management Information Systems and associated reporting packages.
Track record of developing and implementing policies and procedures.
Knowledge and experience of procurement practices and regulations.
Experience of being part of a successful team, taking personal ownership and responsibility for meeting shared goals.
Excellent communication skills report writing, verbal and written.
Highly developed presentation skills to different audiences.
Analytical and results-focused approach to performance metrics.
Ability to work as part of a team and on own initiative.
Problem-solving approach to people management issues.
Attention to detail, even under pressure.
Ability to work with minimum supervision.
Desirable Criteria SCSI/RICS Membership or relevant professional property/construction qualification.
