It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the New Economy and Recovery Authority ("New ERA"), the National Development Finance Agency, the Ireland Strategic Investment Fund and the State Claims Agency.

The Senior Programme Manager is a key role in ensuring the optimal management of multiple concurrent projects of varying size and complexity across business units within SCA and external client delegated State authorities.
The Senior Programme Manager will be responsible for a team of project managers and business analysts, and for the delivery of a programme of projects for the SCA.
This team will report directly to the Senior Project Manager.
The Senior Project Manager will work closely with SCA business units, external client authorities and corporate functions including NTMA IT, Risk and Compliance for business related projects and act as a strategic advisor for large complex business projects.
The role also provides leadership and guidance to coach, motivate and lead team members to their optimum performance levels and career development.
Principal Accountabilities Ensure effective project management and delivery of SCA IT projects within constraints of time, quality and budget, and scope in support of the business activities of the SCA.
Management, development, and support of the SCA Project Deliver Leads and Analysts in the management, reporting and governance of ICT projects.
Participate in planning and scoping ICT Projects, facilitating end-to-end estimation and manage cross-team dependencies to ensure that project goals are measured and accomplished and are in-line with business objectives.
Participation in the analysis, scope definition, planning, estimation, and implementation of business system solutions.
Maintain and enhance policies and procedures relating to SCA project management, project delivery and project governance.
Develop, enhance and support project budget reporting in line with business area requirements.
Assist Senior Management in the definition and operation of strategic resource management processes and procedures, including demand management.
Establish and maintain project management and control standards, including effective stakeholder engagement in addition to management of project issues, risks and change.
Manage relationships with business stakeholders in the provision of IT Project Management services.
Ensure standardisation of project implementation methodology: determining the best blend (Agile, Scrum, Kanban, Waterfall, etc.) while driving complex projects from concept to fully operational.
Management of project reporting by Project Managers to Project Boards, Project Executives, etc.
Contribute to the maintenance of IT Project Management staffing at appropriate levels in line with new and emerging business unit requirements through staff recruitment, development and retention.
Knowledge Primarydegree in Computer Science, Engineering, or a related discipline, or relevant industry experience and certification(s) Recognised formal Project Management qualification or certification in a formal project management methodology (e.g., Prince2, PMBOK, PMP or equivalent) Experience Minimum of 10 years of project management experience, working across the entire project lifecycle of medium tolarge-scale projects, while working with cross functional teams Leadership experience in managing multiple, cross-functional teams or projects, and influencing senior level management and key stakeholders Experience in use of formal project management methodology (Prince2 or equivalent) to manage project areas such as resources, budgets, risks, changes and process improvements Experience in Strategic Planning, Budgeting, People and Team Management Experience of working on Change Programmes in medium to large enterprises Software development lifecycle experience for the project management of in-house built software solutions Skills Supportive leadership Strategic planning Project management Technical knowledge Relationship management People and career management Team Management Conflict resolution and negotiation Communications Motivation Decision making Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act ****.
