Cork City Council is a large urban local authority with over 1500 employees across over 40 locations within the City, there are 31 Elected Members of the Council representing five wards in the City. The Council has an annual revenue budget of approximately €325 million for 2025 and provides a wide and diverse range of public services such as parks and recreation, housing, management of the public realm, libraries, physical planning and development, community, culture and place-making and the delivery of infrastructure projects. Internal services include Finance, ICT, People & Organisation Development and Corporate Affairs. The Council is committed to increasing its capacity and capability for change to deliver improved public service.

About the Role:

Reporting to the Chief Fire Officer, or other appropriate officer, the Assistant Chief Fire Officer has responsibility for managing the service delivery and development of Cork City Fire Brigade. These areas include but not limited to operations (fire), fire safety, major emergency management, training, change management, quality assurance and logistics.

The Assistant Chief Fire Officer (ACFO) is a member of the management team of the Cork City Department (CCFD) and will be required to contribute to all areas of development. The ACFO may also be required to represent the CCFD and to act for the Chief Fire Officer.

About You:

The ideal candidate shall have the following Skills and Experience:


• Possess a current full clean driving license (Category B) and/or have access to a car as he/she may be required to travel in the course of his/her duties.


• Be able to work within and lead multi-disciplined teams and have the ability to motivate, empower and encourage personnel under his/her control to achieve maximum performance and added value while maintaining sound employee relations.


• Demonstrate a strong track record and relevant management ethos and experience at a sufficiently high level, including management of change and project management.


• Have a strong, outward looking perspective and a track record of successful inter-agency collaboration and co-ordination.


• Be innovative and have a career record that demonstrates a high level of competence in the management of staff, customer orientation, conceptual and analytical thinking, initiative and the management skills necessary to lead and foster change, while optimising the contribution to the achievement of organisational goals and objectives.


• Have a good working knowledge (or the capacity to acquire the same quickly) of the legal, regulatory and governance framework within which the City Council operates and adheres to corporate policies, protocols and procedures.


• An ability to develop and implement processes/systems, set targets and coordinate the resources necessary to deliver tasks assigned including the ability to deploy financial resources to gain maximum benefit and output within a budgetary control framework.


• Have strong interpersonal and communication skills.


• Have a satisfactory knowledge of public service organisation in Ireland and the ability to work satisfactorily in multi-authority or multi-agency settings.


• Have a good working knowledge of Health and Safety Legislation and Regulations, and their application in the fire service workplace in accordance with national and City Council's approach to managing safety in the workplace.


• Have an understanding of the role and duties of line managers and an ability to work through the structure to achieve management objectives in the workplace, including across sections and teams.
