Location:Stamullen, County MeathContract:Permanent, Full Time (Office-Based)About the RoleUnder the overall direction of the Deputy CEO, the Head of HR will be responsible for the following, informed by the mission, vision and values of the organisation and all relevant legislation and standards.LeadershipProvide a high level of professional and corporate leadership in the service through membership of the Senior Management Team.Promote the highest quality standards of HR practice using an evidence-based approach to support service effectiveness and efficiency.Develop HR plans and goals creating supportive and healthy workplaces including staff motivation and staff welfare in line with evidence-based research.Lead and Develop the HR Team and advise the Deputy CEO in the development of HR supports which meets the changing needs of services within available resources.ManagerialEstablish and maintain good working relationship with all stakeholders.Delegate appropriate responsibility and authority to the level of staff within his/her control and consistent with effective decision making whilst retaining overall responsibility and accountability for outcomes and all HR Department responsibilities.Support senior managers in the evaluation, implementation and monitoring of HR policy and legislation within their service areas of responsibility.To develop and maintain excellent communication with staff at all levels.Prepare monthly HR Performance reports for Senior Management Team.Oversee the development and implementation of agreed HR service plan objectives.Policy Development & ReviewDevelop and Implement HR policies and guidelines which supports person centred services in line with regulations and National Standards.Evaluate and develop, lead, and manage the implementation of best practice policy and procedures.Review and update HR policies and procedures as required and in line with changes in Employment Law.Manpower Planning, Recruitment & RetentionEnsure manpower planning programme is designed to maintain existing services and meet the requirements of new service developments.Ensure workforce planning includes succession planning for all essential posts.Develop and implement strategies for the recruitment and selection of suitably qualified and experienced staff to meet service needs.Ensure systems are in place to maximise the retention of staff members within the Talbot Group.Employment & Pay ControlManage all resources efficiently and effectively within agreed budget.Ensure services are managed within approved staff complements.Ensure pay control is maintained within agreed parameters.Employee RelationsProvide advice and support to senior managers on all HR related matters.Ensure staff are fully informed of all HR policies and procedures and that lines of communication are clear and implemented by all staff.Manage all grievances and disciplinary matters in line with relevant policies.Represent the Talbot Group at Workplace Relations Commission and any other third-party forums if required.Promote positive working relationships within and across all staff teams.Staff Training & DevelopmentBe aware of current developments in HR management practices and maintain a commitment to on-going professional development.Attend and participate in education and in-service programmes as required by the needs of the service user and in compliance with Talbot Group policies and national standards.Educate and support all assigned staff including the induction of new staff and on-going performance appraisal.To lead and implement training and development strategies/initiatives across the organisation, ensuring staff knowledge and skills continue to meet service needs.Foster a culture of learning, innovation and creativity which supports staff to achieve their full potential.To develop strategies to maximise staff participation in the organisation of services, aligning staff goals and commitment to the needs and objectives of the organisation.Develop training plan based on needs analysis and staff feedback, on an annual basis, and ensure appropriate training programmes are put in place.Monitor and review protocols for funding external training programmes, ensuring alignment of personal goals with service needs and objectives.Oversee and review the provision of mandatory training programmes for staff.Regulatory ComplianceEnsure HR policies and practices are compliant regulatory requirements.Ensure all required mandatory training is available to all staff.Ensure training records are maintained and available for inspection purposes.HR SystemsEvaluate and keep systems under review to ensure they meet changing needs.Key Requirements:A business degree or an equivalent relevant qualification (postgraduate qualification an advantage).A minimum of 10 years' experience leading and managing an HR function at a senior leadership level.Proven track record of managing multi-site operations.Demonstrated success in project management and the delivery of complex HR initiatives.Strong proficiency in Microsoft Office Suite and HR information systems (HRIS).Excellent facilitation, problem-solving, coaching, critical thinking, and presentation skills.Exceptional written and verbal communication abilities, with strong influencing, consulting, and relationship management skills to drive the achievement of business objectives.Proven leadership capability with a focus on developing and empowering teams.Strong negotiation and conflict resolution abilities.Sound understanding of HRIS platforms, payroll oversight, and compensation strategies.Willingness and ability to travel across Ireland as required.To
