Overview
Our client, a large Section 38/39 organisation with a turnover of over €100 million, circa 2000 employees and services delivered across 200+ locations, is seeking an experienced Director of Finance to lead and develop its finance, procurement and payroll functions. Reporting to the CEO, this pivotal role will ensure robust financial governance, accurate reporting, and compliance with all statutory and HSE requirements, while contributing to the organisation’s long-term strategic and financial planning. Key Responsibilities
* Provide strategic financial leadership and direction to the CEO, Executive Management Team, Board and HSE.
* Lead the preparation and management of annual budgets, forecasts, and financial plans in line with organisational and HSE requirements.
* Oversee cashflow, working capital and funding applications; maintain effective relationships with the HSE and other statutory bodies.
* Ensure timely and accurate financial reporting, management accounts, and audited financial statements.
* Lead engagement with the Audit & Finance Committee, ensuring robust governance, compliance, and internal controls.
* Oversee payroll, superannuation, procurement and insurance functions.
* Manage internal and external audits, and ensure adherence to public-sector financial regulations and standards.
* Provide financial insight and analysis to support strategic decisions, capital planning and service delivery.
* Lead, coach and develop a high-performing finance team to deliver an efficient and transparent financial service.
Key Requirements
* Fully qualified accountant (ACA, ACCA, CIMA, CPA or equivalent).
* Minimum 5–7 years’ senior leadership experience in finance within a public-sector or Section 38/39 organisation.
* Proven ability to manage large-scale budgets, teams, and multi-site financial operations.
* Excellent understanding of public-sector funding models, HSE Service Arrangements and regulatory frameworks.
* Strong communication, influencing and stakeholder engagement skills.
* Demonstrated ability to provide strategic financial advice and deliver effective cost control.
* High levels of integrity, professionalism and attention to detail.
