The role
Job Description
The Procurement Manager will be responsible for assisting in the procurement of the M400 Contracts as well as other core contracts, ensuring alignment with TII’s Procurement Strategy. The role holder will support the Procurement Lead and MetroLink Directorate in developing procurement documents, including requirements, specifications and contract drafts, and in maintaining best practice to maximise value for money, ensure EU legislation compliance, and strengthen relationships with contractors and consultants.
Principal Accountabilities
Assist in the development and management of procurement contract management plans and procurement strategies in line with the programme and timelines.
Lead the development and production of procurement documents for the qualification and selection stages.
Provide support to the Procurement Lead during the tender process and preferred tenderer period, preparing and reviewing contracts to be issued to the preferred tenderer ahead of contract close.
Coordinate with Directorate functions (Design and Engineering, Project Controls & Performance, Safety, Information Management) and Advisors to produce technical specifications and clauses, and manage clarifications, tracker coordination, and legal liaison during the evaluation of tender submissions.
Assist with updates and revisions to Procurement Processes, Policies and Procedures.
Provide accurate and timely information on progress to support monthly commercial and procurement progress reports.
Participate in progress meetings to discuss procurement and assurance plans.
Support the resourcing of the M400 team, fostering a proactive and positive culture.
Ensure the team is fully trained on best practice, EU procurement directives, Irish Law and other relevant statutes.
Perform additional tasks, activities or duties as required.
Experience
5+ years of relevant experience in a complex procurement environment with a proven track record on high‑value metro rail or similarly complex projects.
Experience working with EU Procurement Directives and related directives.
Tangible experience in advanced category management and developing strategic sourcing and procurement methodologies.
In‑depth understanding of design and delivery requirements for technically complex projects in the architecture, engineering and construction sectors.
Proven ability to manage commercial agreements, exercise legal awareness of contract risks, and draft complex and bespoke contract terms for supplies, services and framework agreements.
Experience influencing organisational stakeholders and providing guidance to support project delivery and reporting.
Prior experience procuring on behalf of public bodies and delivering within a unionised environment.

Ability to work within multi‑disciplinary teams while ensuring all procurement tasks are timely and accurate.
Capacity to manage technical outputs to drive efficiency.
Excellent verbal and written communication and interpersonal skills.
Capability to govern and drive outcomes to ensure high‑quality service delivery.
Qualifications
Minimum Level 8 degree (or equivalent) in a relevant subject area (engineering, supply chain, procurement, quantity surveying, business, or a related discipline).
Master’s degree or equivalent in a related discipline is advantageous.
