Operations Manager - Land Operations Dublin Port Company About Dublin Port Company Dublin Port Company (DPC) plays a vital role in supporting Ireland's economy and supply chains by providing safe, efficient and sustainable port infrastructure.
We operate a dynamic 24/7 environment at the heart of the city, integrating port operations with the surrounding urban community in line with Masterplan ****.
The Role As an Operations Manager in the Land Operations team, you will play a key leadership role in ensuring the safe, secure and effective daytoday operation of Dublin Port's landbased activities.
Working closely with the Head of Land Operations in a dedicated 3-persons operations team, you will help coordinate people, systems and stakeholders in a complex and highly regulated environment.
This is a varied role suited to someone who enjoys 'hands on' problemsolving, leading teams, working with multiple stakeholders and maintaining high operational standards.
Key Responsibilities Operational Leadership Oversight Provide daytoday leadership and operational oversight of landbased port operations that include Harbour Police, Port Security, Reception and General Worker duties.
Ensure continuous 24/7 operational capability through effective planning, rostering and coordination of internal staff and contracted services.
Support the Head of Land Operations in delivering operational priorities, implementing strategy and providing specialist operational advice and services.
Act as deputy to the Head of Land Operations when required, including representation at internal and external administration and operational meetings.
Fulfill key leadership roles in Emergency Management, Temporary Traffic Management, COMAH regulations and Health Safety.
Safety, Security Regulatory Compliance Ensure compliance with the International Ship and Port Facility Security (ISPS) Code and EU Directive *******/EC.
Act as Alternate Port Facility Security Officer / Port Security Officer, supporting audits, inspections, reviews and incident response.
Ensure all security incidents are investigated, documented and reported, ensuring appropriate followup and organisational learning.
Oversee daily compliance with Dublin Port Dangerous Goods (Cargoes) ByeLaws, including administration, reporting, audits and exercises.
Review and approve vessel Declarations of Security (DoS) and liaise with relevant statutory and regulatory authorities.
Health, Safety Environmental Management Promote a strong, proactive safety culture through visible leadership and consistent application of EHS standards.
Support the Land Operations EHS Specialist to implement Dublin Port Company's EHS policies, procedures and plans.
Ensure staff and contractors comply with Risk Assessments, Standard Operating Procedures, Safe Systems of Work, Standing Orders and Byelaws.
Support the recording, investigation and reporting of incidents, accidents, near misses and noncompliances.
Actively contribute to safety initiatives such as Port Safety week, Dublin SafePort and support working groups focused on continuous improvement.
People, Training Team Development Lead, support and coordinate staffing arrangements including rostering, leave planning and training to meet operational requirements.
Ensure staff and contractors receive appropriate induction, mandatory training and refresher training in line with role requirements.
Support performance management, competence assurance and professional development across Land Operations.
Foster an inclusive, respectful and collaborative working environment for all staff and contractors.
Systems, Technology Information Management Oversee the effective operation of security and operational systems including CCTV/ANPR, Access Control, Alarms and Traffic Management systems.
Administer and support digital platforms such as incident reporting systems, induction platforms and port access control systems.
Consider development and enhancement of IT and digital systems to improve operational efficiency, safety and security.
Traffic, Adverse Weather Operational Planning Oversee Temporary Traffic Management applications and approvals across the port estate.
Lead, coordinate all traffic related matters, including stakeholder coordination meetings, incidents and accidents to ensure business continuity.
Support the Snow and Ice Response Plan, coordinating internal and external resources during adverse weather events to maintain safe operations Stakeholder Engagement External Liaison Build and maintain effective professional relationships with port users, tenants, contractors, regulators and state agencies Lead or participate in operational liaison groups including the Port Security Committee and the Common User Area and Unified Passenger Terminal liaison groups.
To manage all special operations including cruise liner calls, foreign naval visits, project cargo, over dimensional loads and multi agency events.
Contract Financial Oversight Management of security and operational contracts, ensuring Service Level Agreements and Key Performance Indicators are met.
Lead or contribute to the procurement of capital expenditure and services in keeping with annual budgets.
Proactively monitor contractor performance and support resolution of operational issues.
General Contribute to continuous improvement across Land Operations through review, learning and innovation.
Carry out additional duties appropriate to the role as and when required.
What You'll Bring Experience in an operational, security or safetycritical environment preferably in port, transport, supply chain or critical infrastructure sectors.
Strong leadership, communication and decisionmaking skills.
Experience of health safety, risk assessment and compliance.
Strong working knowledge of operational IT systems including experience in Closed Circuit Television (CCTV), Automated Number Plate Recognition (ANPR) Fire Intruder alarm systems Access Control systems.

People management or contract management experience.
Full Irish driving licence.
Fluent English, with strong written and verbal communication skills.
