Reports to: Senior Monitoring Evaluation & Learning (MEL) Advisor
Terms: Fixed-term (24 months), Full-time, Hybrid (50% office, 50% WFH)
Salary: GB6: €57,683 - €64,092

Role Purpose
This role is the technical lead for data management in Concern Worldwide, ensuring appropriate systems are in place alongside the capacity and knowledge at all levels to ensure the efficient collection of programme data by country teams and the analysis and visualization of that data for timely programmatic decision making, accountability and learning, to help achieve Concern's strategic goal of Programme Quality and Excellence.
Scope of the role
This role provides specialized advice and guidance in areas of Digital Data Gathering (DDG), data visualization and information management acting as a resource for the organization in a global capacity across multiple country programmes.
The role includes the management of others.
Responsibilities
Technical Support
In coordination with the ICT department, lead the implementation and oversight of digital data management systems to guarantee that all programme data is collected, stored, processed, and shared in a manner that is accurate, secure, and aligned with global and local data protection regulations (e.g., GDPR) and humanitarian data responsibility guidelines (IASC, OCHA, ICRC).
Lead efforts to identify, analyse, and improve processes and systems, using feedback from users to drive continuous improvement and working closely with other teams (e.g., programme, IT, technical advisors) to ensure integrated and interoperable solutions and optimize organizational performance, including the use of Artificial Intelligence (AI) to improve data analysis, data quality, data management and use across the organisation.
Roll out of identified improvements to data management across Concern's countries of operation in a structured, timely manner, incorporating user feedback to ensure smooth transitions and minimising disruption to programmes.
Work with others in the MEL team to enhance the organization and visualization of programme data in Concern's countries of operation to support more timely management use and decision making and data synthesis for learning.
Manage technology service providers to ensure high quality service and best value for money is achieved
Training and Documentation
Documentation of procedures and processes related to use and maintenance of the Digital Data Gathering (DDG) system in Concern, including detailed manuals on survey building, data processing and data visualisation, as well as the development of Standard Operating Procedures to ensure harmonised use of software by country teams that is aligned to best practise.
Providing in-depth training to staff on Concern-specific operating procedures related to Digital Data Gathering and data visualisation, including in-country training when requested.
Ensure key resources are kept up to date and accessible to country programme teams via Concern's Programme Quality Guide.
People management and communication
Manage a team of DDG Administrators, providing technical support and coaching as necessary.
Coordinate direct support to Country Programmes ensuring highly responsive and timely technical support by DDG Administrators.
Promote a locally led approach through both systems design and processes and engagement with local actors.
Support and develop relationships with other agencies, technical working groups and represent Concern at external events.
Identify and support if requested, potential strategic partnerships to enhance Concern's capacity for data management, promoting responsible practices and contextually appropriate solutions.
Support internal initiatives related to digital transformation, digital governance and enhanced use and uptake of AI.
Flexibility to undertake any other tasks as directed by line manager will be essential, as this role is currently evolving to meet organisational needs.
Set aside time for professional development and learning related to the role.

Management Special Responsibilities

Role Holder Requirements
Relevant qualification in IT or data analytics or equivalent years of professional experience working with coding, data analytics and visualisation software
A minimum of three years' experience in data management
Experience using AI solutions for data, analytics and information management challenges.
Excellent written and verbal communication skills with demonstrable ability to build relationships with and influence colleagues across all levels of the organisation
Strong interest in the application of Information and Communication Technology in humanitarian emergencies and international development
Strong project management and analytical skills
Empathy with the organizational goals of Concern
Desirable
French or Arabic language
Experience in Java Script, i Form Builder, Zoho Reports, Kobo and/or Power BI
Previous experience in M&E of humanitarian and development programmes and strong understanding of M&E principles and processes, including results-based management, quantitative and qualitative tools and methodologies, reporting etc.
