25UHWM1210 Deputy Non Clinical Support Services Manager (Grade VII)

* Location: Waterford, Ireland
* Employment: Full time, Permanent

University Hospital Waterford is a Model 4 teaching hospital that provides general medical, surgical, paediatric and maternity care to people living in South Kilkenny, Waterford City and County. The hospital provides specialty services to the population of the southeast (~500,000) in the following areas of clinical practice: Cardiology (including Interventional Cardiac Procedures), Trauma Orthopaedics, Ophthalmology, Neurology, Nephrology, Rheumatology, Urology, Vascular Surgery, ENT, Neonatology.

Responsibilities

The following duties and responsibilities are carried out under the governance and in conjunction with the Non Clinical Support Services Manager:

* Be accountable for the day-to-day management and development of non-clinical facility services in conjunction with the relevant Heads of Service.
* Prepare business cases and other proposals to meet the strategic objectives of the Hospital.
* Deliver on performance metrics within tight deadlines; develop action plans to address KPI targets.
* Implement continuous quality improvement initiatives.
* Represent the hospital as required and develop effective partnerships with internal and external stakeholders.
* Lead health and safety initiatives, update the Site Specific Safety Statement, and work with the Support Services Manager to uphold Health & Safety standards.
* Lead Emergency Planning activities including the Major Emergency Plan and related plans.
* Provide leadership and proactively manage day-to-day non-clinical operational activities at University Hospital Waterford, under the governance of the Support Services Manager.
* Participate in continuing education and research activities aligned with the role.
* Deputise for the Support Services Manager during periods of leave to ensure continuity of services.
* Undertake tasks delegated by the Support Services Manager to support service delivery and development.
* Remain flexible and adaptable to changes, including potential restructures.
* Work cohesively with all departments within Support Services and cross-functional teams to ensure optimal service delivery.
* Play an active role in committees such as Health & Safety, Environmental Monitoring, Green Team, and other relevant committees.
* Collaborate with the fire officer with the Non Clinical Support Services Manager to ensure fire safety compliance and maintain a safe environment for staff and service users.


Planning & Operations

* Assist the Non Clinical Support Services Manager in providing leadership and supervision to the following services: Health Care Records Department, Catering Services, Laundry Services, Switchboard Services, FOI/Data Protection, and other services as assigned.
* Collaborate with Service Managers, Clinical Directorates, Estates, Design Teams, Specialist Consultants, Fire Consultants, Catering Project Managers, Hospital Consultants, Director of Nursing, Quality & Patient Safety Manager, Risk Manager, Business Managers, and Divisional Nurse Managers to ensure high-quality, efficient services for patients and meet the facility's needs.
* Work with Estates/Technical Services to ensure projects are delivered efficiently and effectively.


Finance

* Support the Non Clinical Support Services Manager in monitoring budgets and expenditures in line with financial regulations.
* Identify opportunities for cost efficiency and value for money within the service.
* Develop Business Cases for services when required.
* Develop and evaluate strategies to manage expenditure and maximise savings in relation to service provision.
* Oversee the operational element around IFMS system, coordinating with stakeholders to ensure timely delivery of services.


Human Resources

* In consultation with the Non Clinical Support Services Manager, HR Manager and heads of departments, develop workforce planning for each department.
* Support recruitment and selection of staff in collaboration with the HR Manager and service managers.
* Assist in maintaining a staff development and feedback system, including professional development as applicable.
* Assist heads of department in devising operational policies, practices and procedures to ensure delivery of quality services.
* Implement Absence Management Policy in liaison with Managers and Employee Relations.
* Assess training needs and ensure mandatory training compliance with action plans for full staff participation.
* Coordinate training programmes for Support Staff and other staff under areas of responsibility.


Quality Assurance

* Continuously evaluate service effectiveness and implement improvements under the guidance of the Non Clinical Support Services Manager.
* Establish and monitor operating standards for functions under their control.
* Ensure best practice standards and regular auditing and monitoring.
* Research and adopt new developments and technology; maintain knowledge of HIQA Standards and related requirements.
* Maintain continuous quality improvements in consultation with the Quality & Patient Safety Manager and other Managers.
* Develop and implement department policies and procedures with the Support Services Manager and Department Heads.
* Promote sustainable energy, water and waste initiatives to support a low-carbon, efficient health service.
