ABOUT THE JOB
We are currently seeking a district heating manager with experience in either economics, engineering, legal, public policy or other relevant fields for a role in our Decarbonisation division. The successful candidate will manage the CRU's district heating team. A panel of suitable candidates may be established to fill potential future manager positions within the organisation.
DUTIES AND RESPONSIBILITIES
Managers at CRU are generally responsible for:
1. Managing and supporting staff in terms of coaching, mentoring, along with skills transfer and development;
2. Carrying out appraisals for each team member through CRU annual appraisal process;
3. Delivering work in line with the CRU's Strategic Plan, implementing the CRU's strategy day-to-day, embodying the values of the organisation.
4. Development of annual goals and objectives for the team which will feed into the CRU work plan;
5. Managing at all levels in a changing environment that demands both flexibility and adaptability;
6. Operating in an environment of increasing accountability;
7. Providing a clear focus on the importance of managing outputs and outcomes;
8. Managing key projects in line with the CRU work plan in a productive and efficient manner
9. Representing the CRU at stakeholder engagements, communicating effectively with external stakeholders.
10. Carrying out such other functions as may be required from time to time to fulfil the business objectives of the CRU and as appropriate to the grade.
Essential Requirements
Candidates must have on or before the closing date for applications the following:
11. An honours degree, NFQ Level 8 equivalent, in a relevant discipline (including but not limited to economics, engineering, science, law, finance, regulatory policy, business, accountancy).
12. Minimum of 5 years' experience working in a regulatory, economic policy making or other relevant role.
Desirable Requirements
13. A post graduate degree in a relevant discipline (including but not limited to economics, engineering, science, law, finance, regulatory policy, business, accountancy).
14. Experience working in a sector-specific regulator or other governmental organisation;
15. Familiarity with the national/EU legal framework under which the CRU operates;
16. Knowledge/experience of existing and developing policy frameworks in the regulated energy and water sectors.
17. Ability to take qualitative and quantitative information and analyse/challenge it in a constructive manner;
18. Experience of drafting documentation to communicate complex issues/information in a clear and concise manner;
19. Willing to diversify knowledge/experience base to appreciate the relevant aspects of regulation.
20. Ability to recognise the need to develop own skills and knowledge.
21. Heat sector knowledge, specifically an understanding of heat networks, CHP plants and/or other relevant heat infrastructure.

·Candidates should note that entry will be at the minimum point of the scale.
·The rate of remuneration may be adjusted in line with Government pay policy.
·Candidates should note that different pay and conditions may apply if, immediately prior to appointment, the appointee is a serving civil or public servant.
·Salary increments will be awarded annually, subject to satisfactory performance.
