Senior Manager Grade: Assistant Principal Officer (APO) Contract Type:Permanent Salary:€80,668 Location: Dublin 4 (On behalf of a Public Sector Organisation) Travel: Regular travel required Driving Licence: A valid and clean Irish driving licence is required Overview: We are recruiting on behalf of a public sector organisation based in Dublin 4 for the role of Senior Manager, (Assistant Principal Officer level).
This is a high-impact, strategic role responsible for designing and delivering evidence-based capital investment frameworks and infrastructure programmes across the Higher Education sector in Ireland.
Reporting to the Head of Capital Programmes, the successful candidate will play a key role in shaping national investment initiatives, ensuring programme effectiveness, and engaging a wide range of stakeholders from public, private, and academic sectors.
Key Responsibilities: Strategic Planning, Programme Development & Delivery Develop and implement evidence-based, data-driven strategies to address infrastructure challenges in the Higher Education sector.
Design and oversee innovative capital investment programmes that prioritise value for money and sustainability.
Support the development of policy and legislative frameworks for capital funding.
Lead the implementation of funding initiatives, ensuring alignment with national priorities, financial regulations, and Infrastructure Guidelines.
Create financial models and incentive schemes to support sector-wide goals including student accommodation.
Ensure compliance with governance and policy frameworks throughout programme delivery.
Data Analysis & Strategic Insights Analyse infrastructure investment needs and trends, focusing on issues such as accommodation supply, affordability, and regional gaps.
Produce comprehensive reports, forecasts, and policy recommendations for internal and external stakeholders.
Utilise advanced tools such as Power BI, GIS mapping, and economic modelling to support planning and forecasting.
Assess the broader impacts of investment activity, planning regulations, and market conditions.
Stakeholder Engagement, Management & Advocacy Build and manage collaborative relationships with HEIs, government bodies, local authorities, private developers, and investors.
Represent the organisation in high-level engagements related to infrastructure planning and funding strategies.
Lead stakeholder consultations and facilitate working groups to align on shared objectives.
Champion innovation and forward-thinking approaches in addressing sectoral capital challenges.
Monitoring, Evaluation & Reporting Oversee the evaluation of capital investment initiatives to ensure measurable outcomes and continuous improvement.
Produce clear, concise reports and presentations for senior leadership and public stakeholders.
Maintain transparency and accountability across all programme activities in accordance with public sector governance requirements.
Leadership & General Responsibilities Lead, motivate, and mentor a high-performing team to deliver strategic objectives.
Contribute to internal system development, including digital transformation initiatives.
Drive cross-cutting projects that contribute to broader Unit goals.
Perform additional responsibilities as assigned by the Head of Capital Programmes.
Essential Requirements: A minimum Level 8 degree in a relevant discipline (e.g., engineering, surveying, programme management, capital development, economics, or finance).
Minimum of 8 years experience in capital development, investment planning, or policy development within the public, housing, or education sectors.
Demonstrated expertise in infrastructure planning, housing strategy, or capital programme delivery.
Commercial acumen, with experience in financial modelling, risk analysis, and cost management.
Strong communication skills, with the ability to clearly articulate complex technical information to diverse audiences.
Excellent analytical capability, including experience working with both qualitative and quantitative data.
Experience managing multi-stakeholder relationships and negotiating with senior external partners.
Knowledge of public sector investment processes, Infrastructure Guidelines, procurement rules, and governance frameworks.
Full, clean Irish driving licence.
Desirable: Postgraduate qualification in a relevant field.
Specific experience in student accommodation delivery or sustainable capital infrastructure projects.
