The Medical Council is recruiting for a permanent full time Information Governance Executive (Executive Officer Grade) to join our Information Governance team as the FOI Officer.The role reports to the Head of Information Governance on all matters pertaining to the work of the section and assist in ensuring compliance with the organisation's Freedom of Information and Data Protection obligations as provided for under the relevant legislation.Key responsibilities will include:Freedom of InformationActing as the main point of contact for FOI requests within the organisation - including but not limited to acknowledging requests, obtaining records, applying redactions, drafting decision letters and as necessary, liaising with requesters.Maintaining the FOI response log and/or the disclosure log for publication on a quarterly basis.Carrying out quarterly reviews and publication of non-personal FOI request responses.Ensuring the update and publication of the Publication Scheme in line with the Freedom of Information Act.The maintenance of FOI statistical data and issue of returns to the Central FOI Policy Unit.Keeping up to date on developments and legislative changes in the field of FOI and updating staff where necessary.Providing support in the management of investigations and appeals which are commenced by the Office of the Information Commissioner.Carrying out the annual review of policies, procedures and template documentation in relation to FOI.Supporting the development and roll-out of FOI training across the organisation.Actively engage with the risk framework of the Medical Council.Data ProtectionProviding support in the processing of data protection requests within the organisation.Providing support on new projects and systems during planning stages.Providing support in implementing changes to ensure ongoing compliance with the Data Protection Act 2018 and Data Sharing and Governance Act 2019.In the absence of the Data Protection Officer, reporting and logging of the organisation's data protection non-compliances and breaches with the Data Protection Commission (DPC).Providing support in the management of any investigations and complaints which may be commenced by the DPC.Supporting the development and roll-out of data protection training across the organisation.OtherEscalating any FOI or data protection related issues to the relevant person.Supporting the management of the organisation's records, including the confidential destruction of records at the end of their agreed period of retention and in accordance with the Medical Council's Records Retention Policy.Observing organisational policies, procedures, good practice guidance relevant to the role and to assigned tasks and proceduresUndertaking continuing education and professional development consistent with the post especially in relation to Data Protection and Freedom of Information.Performing any other duties as may be assigned from time to time.Essential Criteria:At least 1 years' experience working in a fast-paced administrative role.Practical knowledge and understanding of the Freedom of Information Act 2014. The successful person must be either currently a source of expertise or aims to reach that point as they will need to be able to provide guidanceto staff within the organisation.A good understanding of Data Protection legislation with a view to increasing their knowledge base through relevant education, hands on experience etc.Desirable Criteria:Experience working as an FOI Officer, preferably in the regulation, health or education sectors.Experience in Record Management.Good knowledge of the role of the Medical Council and understanding of the Medical Practitioners Act 2007, as amended.Previous experience with redaction software would be an advantage.Essential Characteristics:Highly organised approach to all tasks, with strong attention to detail in executing complex tasks and procedures.Maintain a high level of confidentiality and discretion at all times when dealing with information.Be a confident decision maker with the available information and be able to rationalise same in relation to FOI releases.Ability to be clear, comprehensive and concise in communications, including reports (both qualitative and quantitative), minutes, website content and publications.Strong interpersonal skills - The successful candidate must be comfortable engaging with a variety of stakeholders, and colleagues at different grades.Communicate with tact, understanding and discretion with colleagues and members of the public when dealing with enquiries/information requests.Good presentation skills.Be proactive and solution driven in addressing any challenges or issues as they arise.Ability to flex and adapt to changing demands and manage competing priorities.Must be comfortable with and have the ability to continuously meet deadlines set internally, and by legislation.Ability to work independently, to demonstrate initiative and to work as part of a team.Details of this Appointment:Position Type:This appointment will be offered on a full-time permanent basis. A 6-Month probationary period applies to this appointment.Salary:Starting salary will be at€37,919which is the first point of the Executive Officer PayScale.If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.There will be salary increment each year in line with theAdministrative Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.Executive Officer PayScale€37,919 €39,860 €40,956 €43,094 €45,010 €46,864 €48,711 €50,519 €52,366€54,207€56,160 €57,469€59,335' €61,2162Annual Leave:23 working days plus public holidaysHours:35 hours per week, Mon-Fri.Location:The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2. We operate a hybrid working model with both remote working and a current requirement for on-site attendance two day per week.Pension:The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation.
