If you feel this role is for you, then please apply.Role:Mobilisation ManagerLocation:Dublin, IrelandReporting To:Head of Estate and Commercial ServicesTerms (hours & days per week):Full time - 39 Hours per week (Mon-Fri)Salary Range: €61,600-79,721(Please note that offers are typically made at the beginning to mid-range of the advertised salary, based on skills and experience)Responsibilities:Mobilisation Planning & Project ManagementDevelop and coordinate a detailed mobilisation plan covering all workstreams including pre and post construction handover to tenant move-in and operational stabilisation.Coordinate cross-functional input from internal departments (tenancy management, development team, property services, HR, IT, finance, tenancy sustainment, community development) and key external stakeholders including developers, contractors, local stakeholders, local government and funding partner.Set and monitor milestones, risks, and progress to ensure timely delivery of all mobilisation components.Work with internal and external stakeholders to ensure timely completion of all building readiness activity ensuing agreed contract specifications are delivered.Design, Build and Operational InterfaceCollaborate with development and construction teams to ensure operational, VFM and ESG considerations are embedded in design and delivery.Work with wider business to develop a lessons learnt framework and continuous development process for design.Lead the operational readiness review process and ensure all building systems, common areas, and resident amenities meet regulatory and service standards.Liaise with internal and external teams to ensure buildings and operations meet all Health & Safety requirement prior to Practical Completion.Coordinate the change control identification, assessment and approval process.Building Commissioning & Services Set-UpOversee the commissioning of mechanical, electrical, fire safety, and security systems.Support the operational teams to coordinate service contracts and operational infrastructure: utilities, broadband, waste, cleaning, repairs, security, concierge, and access systems.Ensure handover documentation, safety files, manuals, and service SLAs are received, reviewed, and implemented.Amenity & Community Space PreparationEnsure all amenity and shared spaces (lounges, meeting rooms, green areas) are fully set up, furnished, and aligned with intended community use.Support community development goals through programming of spaces and integration into resident life.Liaise with our Services department to support in design, fitout and compliance of Services buildings including Creches and childcare facilities.Marketing, Allocation & Letting StrategyWork with internal communications team and tenancy management teams to develop and implement a targeted marketing and communications plan in line with values and local housing needs.Coordinate with Local Authorities, internal housing teams, and external partners on the allocation strategy for social, affordable, and cost rental units.Support the work to develop awareness and local stakeholder engagement for each scheme.Plan and deliver welcome materials, orientation sessions, and communication with incoming residents.Tenant Readiness & Resident ExperienceSupport the frontline teams to design and deliver a smooth move-in process: tenant welcome packs, handover appointments, induction into services, and facilities use.Establish feedback channels and early intervention supports to resolve any post-move-in issues.Work with community and tenancy support teams to ensure early engagement and a sense of belonging.Staffing & Operational ReadinessLead the recruitment and onboarding of site-based staff (housing, concierge, facilities).Work with Housing Manager and People & Culture teams to ensure smooth staff onboarding to ensure on-site teams are trained, supported, and ready for day-to-day operations from day one.Work with teams to develop apartment testing and ensure all regulatory and statutory compliance monitoring and reporting is in place.Create, alongside Operational & Development teams the operational management strategy and procedure for the scheme.Internal Coordination & Stakeholder EngagementLead mobilisation working groups and internal coordination meetings.Act as the single point of contact between operations and development teams.Engage external contractors, service providers, and statutory bodies as required.Develop and create governance framework to identify risk and issues - reporting to EMT and Board.Post-Mobilisation Scheme StabilisationOversee a 3-6 month post-handover period focused on service bedding-in, resident satisfaction, and issue resolution.Support in the identification and management of defects to support internal defect coordinator.Monitor KPIs such as rent collection, repairs response, resident feedback, and staff performance.Support transition of the scheme into business-as-usual operations with clear ownership across departments.Key Competencies:Collaborative leadership.Operational planning and execution.Values-based decision making.Resident-first mindset.Strategic communication.Risk and issue management.Qualification & Experience:Essential:Degree or equivalent in project management, housing, property, real estate, or related field.PRINCE2, PMP, or equivalent project management certification (desirable).5-8 years of experience.Proven experience in mobilisation or operational delivery of large-scale housing or residential developments.Knowledge of marketing, letting, and allocations processes in social and affordable housing contexts.Strong project management and stakeholder coordination skills.Deep understanding of building operations, amenity spaces, and resident service design.Excellent organisational, problem-solving, and leadership skills.Desirable:Experience within an Approved Housing Body (AHB), local authority, or residential management setting.Knowledge of Irish housing policy, tenancy law, and letting practices.Experience managing mixed-tenure or high-density schemes.Closing date: 4th of January 2026.
