Position Purpose/Summary
Responsible professional work in carrying out complex program management work for community development and housing activities within the City of Springfield. Work is performed with considerable latitude for the exercise of independent professional judgment within the framework of the policies and directives of the Deputy Development Officer for Housing, Community Development and Neighborhoods, who reviews work through reports and monitoring, and results achieved. Technical guidance may be exercised over other department staff.
Essential Functions

Oversees all aspects of the Heating Emergency Assistance Retrofit Task Weatherization Assistance Program (HEARTWAP) and/or Home Repair Programs in accordance with local, state and federal policies and procedures and federal funding guidelines.
Interfaces with and provides program guidance to program applicants, deploying contractors for emergency repairs and/or replacement work, reviewing and confirming applicant eligibility in accordance with state and/or federal guidelines.
Maintains program budget, submitting project approvals and/or waivers to the Executive Office of Housing and Livable Communities (EOHLC), coordinates payments to contractors/vendors, preparation and submission of timely payments requests to the Springfield Redevelopment Authority Board and financial management staff, maintenance of program files in accordance with departmental, state and federal guidance.
Prepares and submits monthly reports to EOHLC, prepares and manages all homeowner contracts, uses effective project management to ensure projects are progressing in accordance with projected timelines and in accordance with program budgets.
Ensures applicant eligibility and maintains all required eligibility documentation in accordance with funding requirements for all programs managed.
Oversees required quoting and/or bidding processes and price reasonableness for all programs managed.
Maintains contractor and/or vendor lists for programs managed.
Ensures all up to date and relevant contractor/vendor licensure and insurance is on file.
Provides technical assistance to vendors and contractors working with the program and encourages continued and increased participation of vendors and/or contractors working with the program.
Handles call intakes and ensures call response times are made within required timelines.
Prepares bid documents and contracts for contractors and/or vendors providing goods and/or services associated with program(s) managed.
Reviews and processes all program related invoices and other associated project tasks.
Represents the Deputy Development Officer at meetings and events as his/her designee.
Ensures all projects are managed in compliance with all applicable city, state, and federal laws.
Tracks and maintains accurate program accomplishment data. Including submitting monthly reports to the state and annual program data for the Consolidated Annual Performance and Evaluation Report (CAPER).
Ensures accurate reporting of program related data within the state designated software management site.
Conducts all related program outreach to potential applicants and/or program vendors/contractors.
Creates marketing materials and updates/maintains program information on the department website.
Performs related work as required by the Deputy Development Officer.

Knowledge, Skills, And Abilities

Thorough knowledge of the objectives, philosophy, principles, methods, and techniques of modern municipal community development.
Thorough knowledge of Housing and Community Development programs, projects, functions, and operations as they relate to this position.
Thorough knowledge of the federal, state and municipal guidelines and regulations involving Community and Economic Development projects.
Ability to participate in complex technical research and analysis of data, and to develop and manage projects.
Ability to establish and maintain effective working relationships with municipal officials, government and business officials, neighborhood organizations and the general public.
Ability to express oneself clearly and concisely both orally and in writing.

Education And Experience

Graduation from a four-year college or university; OR any equivalent combination of four (4) years of education and/or relevant experience.
Experience in community development, housing repair and municipal government programs, especially HEARTWAP and CDBG and other Federal and State grant programs.
