Introduction to Role
Waterford City and County Council has an ambitious capital programme for the delivery of key infrastructure across the City and County over the next 5 years.
This includes, but not limited to, residential schemes, transport infrastructure, pedestrian spaces, sport and community infrastructure.
Its current capital budget projects have a spend of approximately €672million.
The planning and delivery of such a programme requires committed and competent professionals with the necessary skills and expertise to deliver for Waterford City & County Council.
The person(s) appointed will work under the direction and control of the Senior Architect/Engineer or Senior Executive Officer or other officer designated by the Director of Services or the Chief Executive.
Duties and Responsibilities
Implement agreed strategies as directed by the Senior Project Team.
Assist in managing stakeholder relationships and securing sign-off on defined project objectives.
Support the development of a Master Project Schedule and produce scheduled reports on scope, budget, and timelines against baseline targets.
Ensure projects are delivered in accordance with the Public Spending Code and all statutory requirements.
Assist in the implementation of Building Information Management (BIM) within the organisation.
Produce monthly financial appraisals and progress reports comparing actual performance against baseline budgets, timelines, and scope.
Manage project finances from feasibility to delivery and review.
Conduct risk analysis and evaluations.
Advise on cost implications of variations and assess contractual claims, including negotiations with contractors.
Prepare final accounts and assist with funding applications and claims to relevant government departments.
Assess SAQs and make recommendations for consultant appointments.
Manage procurement processes for works and related services via eTenders.
Oversee externally procured consultant design teams.
Procure and manage external professional and technical services, including assessment and recommendation of appointments.
Prepare and present project update reports as required.
Maintain comprehensive project records and assist in establishing procedures to support future audits.
Manage performance, conduct, and attendance of direct reports.
Represent the Council at meetings, deliver presentations, and prepare reports as required.
Work effectively with Elected Members and Council staff to ensure successful project implementation.
Participate in ongoing personal and professional development.
Manage and maintain Health & Safety policies provided by WCCC.
Undertake additional responsibilities as assigned periodically.

Qualifications
The Minister for Housing, Planning and Local Government has declared that the qualifications for the position of Executive Construction / Project Manager shall be as set out hereunder.
(c) Have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
Age: Each candidate must be under 70 years of age on the latest date for receipt of completed Application Forms for the office if they are deemed not to be new entrants to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act ****.
However, the age restriction of 70 years does not apply to "new entrants" to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act ****.
