Role Profile Job Title: Clinical Risk Medical Specialist Business Unit: State Claims Agency Reports to: Deputy Director / Head of Clinical Risk Summary of the Business The NTMA provides a range of asset and liability management services to Government. These services include borrowing on behalf of the Government and management of the National Debt, the State Claims Agency, NewERA, the Ireland Strategic Investment Fund, the Future Ireland Fund and the National Development Finance Agency. It also assigns staff and provides business and support services and systems to the National Asset Management Agency, the Strategic Banking Corporation of Ireland and the Home Building Finance Ireland. The NTMA is designated as the State Claims Agency (SCA) when performing the claims management and risk management functions delegated to it under the National Treasury Management Agency (Amendment) Act 2000. The SCA's principal objectives are: The SCA is obliged by statute to manage delegated claims and counterclaims in such manner as to ensure that the liabilities of the State authorities are contained at the lowest achievable level. In performing this function the SCA seeks to act fairly and ethically in its dealings with people who have suffered injuries and who take legal actions against the State or State bodies, and the families of these people; and To implement targeted personal injury and property damage risk work programmes to mitigate litigation risk in State authorities and healthcare enterprises, in order to reduce the costs of future litigation against the State. The SCA is obliged by statute to manage claims for legal costs, and recovery of legal costs however such costs are incurred. The SCA's remit covers personal injury and third-party property damage risks and claims relating to certain State authorities including the State itself, Government ministers, the Attorney General, the Health Service Executive, the voluntary healthcare sector, An Garda Sochna, the Irish Prison Service, the Defence Forces and community and comprehensive schools. It also manages third-party costs arising from certain Tribunals of Inquiry. Role Summary The SCA implements its statutory clinical risk management role through the Clinical Risk Unit (CRU). The unit's activities include reviewing, analysing and extracting learning from medical negligence claims and clinical incident data; advising health and social care services on clinical and litigation risk mitigation; sharing learning from claims and incident analysis with State-indemnified health and social care services; and providing advice at national level to inform the development of legislation, policies, standards and guidelines. T he Clinical Risk Medical Specialist will take part in programmes designed to analyse medical negligence claims and incidents; to share learning with State-indemnified health and social care services through a range of educational activities (specifically targeting the medical community); and to provide risk management advice to those services. Principal Accountabilities The principal accountabilities associated with the role will include: Partake in clinical incident analysis to identify themes, trends and risk at local, regional and national levels Review medical negligence claims to identify learning and assist in disseminating that learning Participate in the development of Patient Safety Notifications, incident and claims reports, educational videos, and other CRU publications. Provide clinical risk management advice to a designated set of health and social care services Participate in the development and delivery of CRU educational events including conferences and webinars Provide clinical risk education and training as relevant to health and social care services and other stakeholders Support the Deputy Director / Head of Clinical Risk in the delivery of education to medical audiences. Support the Deputy Director / Head of Clinical Risk in engagement with medical undergraduate and postgraduate institutes of higher education (i.e., medical schools and postgraduate medical training bodies) in relation to the development of educational programmes and other programmes of mutual interest Represent the SCA as required. Skills Strong communication skills, verbal and written, including report-writing and presentations skills Ability to work well in a team environment Ability to collaborate effectively with external stakeholders Proficiency in the use of ICT and Software Packages (Microsoft Word, Excel and PowerPoint) Skills in critical thinking and data analysis Knowledge of NIMS or similar incident management systems. Knowledge and experience Full medical qualification (MB, BCh, BAO or equivalent) MRCGP, MRCPI, MICGP or equivalent higher qualification Eligible to be registered with the Medical Council Minimum five years post-graduate medical experience, including three years hospital experience Knowledge of clinical risk management and of the principles and practice of patient safety.
