The Role:

The Facilities area is responsible for obtaining and maintaining UÉ's headquarters and regional offices, including activities such as: security, property management, spatial planning, capital projects and building management. The function has the responsibility of delivering a highly effective Facilities Management Service for UÉ, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all UÉ's facilities and locations and the management of the company's complex fleet. It is an area that is and will be subject to significant change and expansion, supporting a large capital investment program, over the next number of years.

The Facilities Investment team are responsible for property management, capital projects and contracts & performance across Facilities. The team are responsible for developing and implementing a property strategy and solutions to meet the current and future property needs of UÉ. The team develop and oversee both major and minor building capital projects and are accountable and responsible for the delivery of the Facilities Capital Investment portfolio. The team are responsible for budgets, price controls and the long-term contract / supply chain strategy relating to the Facilities contract portfolio.

Reporting to the Facilities Investment Senior Manager, the National Property and Projects Manager will be responsible for delivery of the Facilities Investment portfolio and developing and overseeing both major and minor building capital projects within budget and on time. The role will also be responsible for managing UÉ Commercial Property Portfolio. The role is highly collaborative and will also support the delivery of the UÉ Transformation Programme.

Main Duties and Responsibilities:

* Develop and lead the Property and Capital Projects teams (comprising both internal and outsourced resources).
* Deliver and support strategically important projects as part of the UÉ Transformation Project such as offices, NOMC, national stores and depots, laboratories, training centres etc. as part of the transformation of the water services industry in Ireland over the coming years.
* Develop, implement and continually review appropriate strategies and policies for UÉ to meet the organisations needs across Property and Capital Projects ensuring an alignment with the corporate strategy and future needs of the business.
* Develop and maintain strategic relationships with Senior Business Managers within UÉ to ensure successful property and capital projects delivery.
* Preparation of papers and presentation at investment and contract approval committees (EAC) as required for approval of capital spend and contract authorisation.
* Create and lead a team that is focused on delivering results by providing effective coaching and by driving and maintaining employee engagement.
* Oversee the Global Valuation of the UÉ Asset base including all liaison with the business areas, finance, Valuation Office and external advisors to ensure a satisfactory outcome for the business.
* Oversee the administration of the annual rate demands paid over two moieties.
* Oversee the management of the UÉ portfolio of properties (leasing, rent reviews, landlord management, etc), for commercial offices, laboratories, depots, stores etc.
* Prepare a National Property Strategy and provide updates to the Senior Management and the Board on an annual basis or as required by business needs.
* Responsible for the annual Opex budgets for Commercial properties.
* Manage the procurement arrangement of all property (both acquisitions and disposals).
* Ensuring effective property demand planning based on forecasted business trends and future of working needs.
* Ensuring all governance and compliance protocols are maintained.
* Monitor and ensure compliance with statutory and legislative requirements in respect of health and safety, the environment, building and workplace regulations.
* Responsible for the overall coordination of Capex budget planning, expenditure tracking and efficiencies across all the Facilities functions, acting as key coordinator between Facilities and UÉ Finance.
* Develop capital budgets and submission papers for the various Price Controls. Respond to the CRU with supporting information/clarifications as required.
* Manage and deliver the Facility Capital Investment portfolio, taking budget, resources, and timelines into consideration to ensure the prioritisation and optimisation of Capex expenditure.
* In consultation with relevant stakeholders (Asset Management, Asset Ops and IDD) develop a Facilities Management Strategy for the Asset Operations Sites (water/wastewater plants, reservoirs etc.) including capital budgets, condition surveys, prioritisation of sites, capital investment programmes etc.
* Project manage design, planning/statutory processes, procurement, construction and commissioning activities to ensure that multi-disciplinary projects (i.e. civil/structural, mechanical, electrical etc.) meet their delivery dates.
* Responsibility for procurement of capital works, engineering consultancy, furniture and specialist ICT systems. Manage and authorise all commercial aspects of contracts including contract management for the delivery of the capital project portfolio.
* Manage regular reporting on all aspects of ongoing projects to ensure that all stakeholders are informed, and issues are escalated & managed in a timely way.
* Delivery of construction projects in line with UÉ's Health, Safety, Quality and Environmental requirements and ensure compliance with statutory and legislative requirements.
* The role requires flexibility to extend working hours and to work across all regions as required addressing property and project needs.

General Duties and Responsibilities:

* Collaborate with key internal stakeholders across the UÉ business
* Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
* Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
* Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
* Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
* Other duties as required.

Knowledge, Skills and Experience:

* Relevant third level qualification in Engineering or Property Management and or accreditation is desirable
* A minimum of 7 years' experience in the water, utilities or similar industries is desirable and or relevant experience
* Proven track record in development and communication of Department level strategies that support the Organisations Vision, Purpose and Strategic initiatives.
* Ability to translate strategic priorities into operational reality, demonstrating strong decision-making skills
* Strong business acumen with financial perspective in the forefront
* Proven track record developing and managing Capex and Opex property budgets for annual budgets and regulatory control submissions.
* Proven track record in managing a large commercial real estate portfolio.
* Strong knowledge of best practice design and construction methodologies along with a deep knowledge of relevant statutory processes such as Planning, Fire Safety and BCAR.
* Lead both direct and third-party resources (degree qualified) to optimise quality service delivery
* Detailed knowledge of contract management, commercial risk and dispute management, project supervision and issues reporting, interface management and programme planning.
* Excellent analytical and problem-solving skills, coupled with the ability to generate innovative technical solutions as required
* Proven track record with dealing with complex issues, proactively and in a timely fashion, along with the ability to communicate complex information to others.
* Ability to manage time and workload effectively which includes planning, organising and prioritising with attention to detail
* Experience of developing and maintaining effective strategic partnerships with key stakeholders
* Ability to adapt own communication style to effectively engage stakeholders
* Demonstrated leadership ability, proactive development, motivation and engagement of staff
* Full clean Driver's License
