Location:
Marlborough Street, Dublin (The primary base for this resource will be the in Marlborough St, Dublin. However, occasional attendance may be required at the Offices, Athlone, Co. Westmeath, Tullamore, Co. Offaly or the ESBS office in Blanchardstown, Dublin. Required to attend the office at least two days per week, with additional days as needed.)

Client Overview
The Department of Education and Youth (DEY) Programme Management Office (PMO) are delivering multiple initiatives across the education sector to modernise the workplace and improve service delivery.
The required resource will work on the Workplace Modernisation Programme, which is a transformation programme with 17 separate initiatives designed to deliver digital and ICT solutions cross functionally within DEY, to enhance everyday experiences and drive improved outcomes.
It aims to equip staff with the tools, systems, and supports necessary to foster a modern, flexible, and efficient working environment.
Role Overview
The successful Framework Member will be required to assist in the delivery of Workplace Modernisation programme initiatives/ projects, to deliver transformational change for our staff's working environment.
Client is looking for an organised, proactive Project Manager for a major transformation programme.
In this role, you are responsible for ensuring effective delivery of project/initiative objectives, compliance with governance frameworks and smooth stakeholder engagement.
You will be expected to manage multiple streams of work utilising a collaborative mindset and strong stakeholder management skills to help achieve project/programme objectives.
Assisting with planning, scheduling and co-ordinating project activities
Monitoring budgets, timelines and quality to ensure project success
Supporting stakeholder communication and maintaining strong relationships
Monitoring project/ programme progress and compliance
Contributing to risk management and helping to resolve project challenges.
Mandatory Requirements (Pass / Fail)
Candidates MUST meet ALL of the following:
Experience
7+ years of extensive professional experience in project management in public / private sectors.
Strong theoretical base in subject area, with ability to apply best practice principles to the subject matter context.
Acts as the senior responsible person on major client engagements.
Experience in leading complex projects/programmes in public / private sectors.
Responsible for leading a high performing team of professionals, including the ability to coordinate contributions of other specialists to complete a joint project.

Qualifications
A primary degree or equivalent in a related field (Degree in Business, Project Management, IT or related discipline)
Minimum 7 years' experience in project management role at managerial level, in a large organisation.
Relevant experience in structured project environment using agile and/ or traditional delivery methods.
Ability to work autonomously with ownership of outcomes for key projects
Public sector experience.
English Language Proficiency (MANDATORY)
CEFR C2 Proficiency/Mastery (or equivalent)
If there is no certificate, fluency will be assessed at presentation stage
Key Deliverables

Define project scope, objectives, and success criteria
Establish and manage project governance structures, roles, and decision-making processes.
Develop and maintain the project plan and timeline
Manage budget, resources, and cost tracking
Identify, assess, and mitigate risks and issues
Coordinate stakeholders and ensure clear communication
Track progress and report on project status (KPIs, milestones)
Manage changes to scope, schedule, and budget
Ensure quality standards and deliverables are met
Lead project meetings and team coordination
Oversee project closure, including documentation and lessons learned
Requirements
The duties and responsibilities of the position include, but are not restricted to, the following
Project Planning & Management: Creating and managing project plans and artefacts, ensuring progress is communicated to the senior project and programme management.
Problem Structuring: Understanding and structuring strategic and operational issues to develop and implement solutions.
Service Design: Responsible for translating user and stakeholder needs into clear service design requirements that guide solution development.
Ensure that services are designed end-to-end with a focus on usability, consistency, and measurable value for both the organisation and its users.
Reporting: Developing reports, presentations and briefing materials to provide insights on project progress, risks and opportunities to senior stakeholders
Leadership: Leading cross functional projects and teams
Stakeholder Management: Responsible for identifying, engaging, and communicating effectively with all key stakeholders to ensure alignment, transparency, and support throughout the project lifecycle.
Manage expectations, address concerns, and build strong relationships to facilitate informed decision-making and successful project outcomes.
Compliance: Manage day-to-day compliance, while ensuring adherence to organisational project management standards
Budgeting & Resources: Developing, monitoring and controlling project budgets and procurement processes.
Risk and Issue Management: Ensure risks, issues and dependencies are managed, tracked, and reported accurately.
Additional Support: Providing extra support and taking additional responsibilities as directed by project/ programme leadership
Strong leadership, time management and decision-making abilities.
Proven ability to collaborate, engage, and facilitate project meetings/ workshops.
Excellent communication and collaboration skills, including writing and presentation development.
Ability to define, document, and continuously refine end-to-end service design requirements by collaborating with users, stakeholders, and technical teams to ensure solutions are user-centred, feasible, and aligned with project/programme goals.
Ability to thrive and provide structure in undefined spaces.
Ability to manage multiple priorities under pressure across multiple Initiatives/ projects
Strong analytical skills; excels in conceptual and creative problem solving.
