Base pay range

THE JOB:

Executive Engineers are appointed to a wide variety of roles across the City Council. Reporting to the Senior Executive Engineer, or such person as may be assigned from time to time, the Executive Engineer will work as part of a team

THE IDEAL CANDIDATE SHALL

* Have satisfactory experience supervising staff and be able to work within, and contribute positively to multi-disciplined teams and have the ability to motivate and encourage personnel under their control to achieve maximum performance
* Have strong interpersonal, presentation and communication skills
* Be an innovator and willing to use their own initiative
* Possess strong organisation and IT skills
* Have a good working knowledge or demonstrate an ability to acquire a good working knowledge of the legal, regulatory and governance framework within which the City Council operates and adhere to corporate policies, protocols and procedures
* Have good knowledge and awareness of Health & Safety Legislation and Regulations, their implications for the organisation and the employee, and their application in the workplace
* Have an understanding of the role and duties of managers in safety management in the workplace
* Have a reasonable knowledge and experience of Project Management
* Have a creative and innovative approach to problem solving
* Have the ability to manage financial resources within a budgetary control framework.

On the date of appointment the successful candidate must possess a current unendorsed full driving licence (Category A1, A and/or B) as they may be required to drive in the course of their duties

Qualifications:

Each candidate must be of good character.

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Candidates shall on the latest date for receipt of completed applications:-

* hold at least an ordinary bachelors degree (level 7 or higher on the National Framework of Qualifications (NFQ)) in Engineering;
* hold an ordinary bachelors degree (level 7 or higher on the National Framework of Qualifications (NFQ)) and a post graduate masters degree (level 9 in the NFQ) in Engineering;
* hold a masters degree (level 9 in the National Framework of Qualifications) in Engineering attained after completing an Integrated masters level programme of at least 4 years duration and which is accreditation at CEng level by Engineers Ireland or an equivalent accreditation body internationally;
* have at least five years satisfactory relevant engineering experience;
* possess a high standard of technical training and experience;
* possess a high standard of administrative experience.
* have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.

Duties:

The duties of the post include, but are not limited to, the following: -

* the implementation of engineering programmes in the areas of roads and associated structures, traffic, water, wastewater, solid waste, housing, waste management, building control and other ancillary services etc.
* the implementation of projects in areas such as those detailed above;
* the supervision and contract administration of construction/ operations/ maintenance works;
* managing an engineering/ administrative workforce and associated industrial relations issues;
* preparing budgets and ensuring that works are implemented within allocated budgets;
* ensuring that staff are trained and operate within the relevant skill sets;
* maintain and proactively develop a culture of Health & Safety in the workplace;
* ensure compliance with Health & Safety Legislation and Regulations, and Dublin City Council’s Corporate Health & Safety systems;
* ensuring works are implemented in compliance with all relevant legislation and regulations concerning procurement, planning, etc.
* ensuring an efficient and effective response to all stakeholders;
* to carry out such other duties as may be assigned from time to time;
