The Tender Bid Manager leads the development, coordination, and submission of infrastructure tender proposals from initial issue through to final submission. This role is responsible for shaping the technical, commercial and delivery strategy for each bid, working collaboratively with internal and external stakeholders, and ensuring that all submissions are compliant, compelling, and aligned with the company’s strategic objectives.
Tender Leadership & Strategy
Take full ownership of assigned tenders from receipt to final submission.
Develop tender strategy including delivery approach, construction methodology, engineering solutions, and project value propositions.
Review and interpret tender documents, clarifications, addenda, and employer requirements.
Tender Administration & Communication
Act as the central coordination point for all tender correspondence, managing queries and issuing communications through eTenders and internal channels.
Maintain the Tender Query (TQ) register and ensure timely distribution of queries and responses.
Deliverable, Programme & Document Management
Maintain the tender deliverables register, assigning ownership, managing deadlines, and tracking progress.
Coordinate internal review cycles to ensure contributions meet required quality and timelines.
Manage tender formatting, templates, document standards, and branding for submission.
Cross‑Functional Coordination
Gather and update routine company information, CVs, policies, certifications, and case studies for use across tenders and PQQs.
Liaise with Estimating, Engineering, HSEQ, ISS and support teams to collate required inputs and ensure consistency across submissions.
Governance & Meetings
Schedule and manage weekly tender coordination meetings, tracking actions to completion.
Organise tender finalisation and governance meetings with Bid Management, Estimating, Commercial, and senior stakeholders.
Coordinate development of finalisation presentations with all contributing parties.
Technical Development & Bid Writing
Prepare or oversee development of technical content including methodology, execution plans, logistics, sequencing, programme rationale, resourcing, and innovations.
Work with technical specialists and engineering teams to ensure responses are compliant, robust, and aligned with project requirements.
Contribute to bid writing where specific technical insight is required.
Programme, Cost & Design Integration
Coordinate alignment between the technical submission and the cost model in collaboration with Estimating.
Work with planners to develop compliant and achievable tender programmes.
Manage the integration of external designers, consultants, QSs, and JV or supply‑chain partners.
Stakeholder & Governance Management
Act as the primary client‑facing contact for bid‑related matters.
Coordinate with Legal, Insurance, Procurement, Commercial and RCD to ensure tender compliance and risk management.
Ensure contractual reviews and commercial risks/opportunities are fully captured.
Tender Approvals & Quality Control
Manage the tender programme and ensure all deliverables meet internal gate review deadlines.
Lead red‑team reviews, commercial and technical sign‑offs, and all internal approvals.
Maintain evidence files, trackers, approval records, and external resource schedules.
Risk & Issue Escalation
Monitor progress of deliverables, escalating risks or delays to Bid Management and Senior Leadership as required.
Support the collection and upload of compliance documentation and evidence.
Final Submission & Post‑Bid Activities
Oversee production of final digital and physical tender submissions.
Coordinate development and rehearsal of client presentations.
Manage responses to post‑tender clarifications, interviews, and negotiations.
Experience in delivery of Infrastructure / Civil Engineering Projects.
Strong understanding of civil engineering, infrastructure delivery and construction methodologies.
Proven capability in managing complex tenders with multidisciplinary inputs.
Excellent written communication and bid writing ability.
Ability to lead cross‑functional teams under tight deadlines.
Strong organisational and coordination skills.
Excellent communication and document formatting capability.
Experience working with multidisciplinary teams in a deadline‑driven environment.
Ability to manage multiple tenders simultaneously.
Civil Engineering Degree.
