Tallaght University Hospital (TUH) is a model 4, voluntary, academic teaching hospital partnered with Trinity College and situated in south west Dublin. With a staff of over 4,000 people from 63 different countries, it provides both acute and tertiary care to an increasing population of circa 800,000 people and is a provider of local, regional and national specialties. It is also a National Urology Centre, the second largest provider of dialysis services in the country, Pelvic and Acetabulum National Centre and a designated Trauma Unit.

The Hospital is part of the newly established HSE Dublin & Midlands Region, which serves a population of over 1.2 million across seven counties, and operates under the governance of an independent Board of Directors who give their time on a voluntary basis. TUH is also supported by the Adelaide Health Foundation, the Meath Foundation and Tallaght University Hospital Foundation.

purpose of the role:
The Grade VII will develop effective and credible working relationships within the directorates and departments across the hospital that positively influence patient and staff experience. The Grade VII will work under the direction and control of the Clinical and Operational Managers.
The Cybersecurity Analysts Grade VII will continually develop, implement, test and review the Hospitals Cybersecurity posture to protect the confidentiality, integrity and availability of its data. The IS Analyst Developer will work across all departments of the organisation to ensure that
The Cybersecurity Analyst will report to the Chief Information Security Officer and is responsible for the day-to-day operations and support of Cyber-security within the Hospital to ensure the confidentiality, integrity and availability of the Hospitals information and data.

overview of role:
Key Duties and Responsibilities
5. Supervision & Management of Staff including general office management ensuring that services are delivered efficiently and in line with Corporate Objectives
6. Promote a culture of dignity, respect and fairness and seek to eliminate all forms of discrimination
7. Making decisions in relation to service delivery on a daily basis
8. Budget preparation and management of same
9. Establishing and maintaining effective working relationships with other departments and directorates
10. Continuously monitoring existing procedures to ensure they comply with best practice and the development of new/improved procedures where appropriate
11. Project Management as required
12. Manage and help drive cybersecurity incidents and incident response in a timely manner, providing leadership & guidance
13. Influence cyber and business teams across TUH to develop systems and processes with security best practices.
14. Participate in containment, eradication and post-mortem analyses.
15. Liaising with the wider TUH affiliated parties to agree and deliver on a minimum shared cybersecurity posture.
16. Liaises with The National Cyber Security Centre (NCSC) and serves as the Point of Contact to facilitate information exchange on pertinent issues related to cyber intelligence.
17. Coordinates and communicates with appropriate teams and management.
18. Ensure harmonisation of incident responses with 3rd parties and the wider ecosystem
19. Work with the CISO to provide a leading edge cyber security service to protect the services TUH provides.
20. Maintain and enhance the existing cybersecurity framework.
21. Develop, review, and enforce security policies, procedures, and guidelines.
22. Ensure ongoing compliance with applicable laws, regulations, and industry standards (e.g., GDPR, NIS 2).
23. Generating required reports related to security, including weekly/monthly key performance indicators (KPIs), key risk indicators (KRIs), project updates, and other relevant metrics.
24. Conduct regular risk assessments and vulnerability analyses to identify security gaps.
25. Collaborate with cross-functional teams to remediate identified vulnerabilities and improve security controls.
26. Assist in the preparation and execution of internal and external audits.
27. Monitor security systems and networks for potential threats, breaches, and anomalies.
28. Lead and participate in incident response efforts, including investigation, containment, remediation, and reporting.
29. Participate in the deployment and management of security tools (e.g., SIEM, MDM, firewalls, IDS/IPS, Patch Management).
30. Stay current with the latest cybersecurity news, trends, tools, and best practices.
31. Provide technical guidance and training to internal teams on security awareness and best practices.
32. Work closely with ICT Colleagues, HSE, other departments and 3rd Party providers to integrate security into all aspects of the organisation.
33. Act as a key point of contact for security-related inquiries and coordinate with external partners as needed.
34. Monitoring and managing TUH’s Anti Virus, Encryption, Vulnerability, Threat Management and Intruder Detection and Prevention Systems
35. Support the operation of Web Filtering, Enterprise Firewalls, Network Access Control and Remote Access VPN systems
36. Support the implementation of server hardening
37. Support the implementation of security best practice standards such as ISO27001/NIST/CIS standards
38. Provide support for security related concerns
39. Work as part Cybersecurity team in assessing risks, conducting investigations and actioning response tasks
40. Contribute to overall cyber security planning and continuous improvement roadmap
41. Work with the wider ICT team to continuously enhance the cyber security environment
42. Other duties as required
43. Use all technology and equipment assigned and complete all essential training successfully
44. To undertake any other duties of a similar level and responsibilities as may be required from time to time


General accountability:
45. Commitment to continuous professional development including completion of relevant internal training programmes available through our Centre for Learning & Development Prospectus.
46. Strategy and Planning:
47. Assist the Chief Information Security Officer in the development of ICT strategies and plans.
48. Contribute to Hospital strategies and plans.
49. Implement effective monitoring processes to
50. ensure that the PPG’s are appropriately applied to individual programmes of work
51. ensure both highly complex programmes and small projects are delivered within time and on budget.
52. Provide (where required) specialist support across the ICT Procurement process, ICT contract negotiation business case development and contract development
53. Take overall responsibility for ensuring that successful third party suppliers provide services in line with agreed contractual arrangements as part of the effective delivery of the projects.
54. Assist the Chief Information Security Officer in the development of the ICT operational plans and ICT roadmap/strategy ensuring appropriateness to the Hospitals requirements, taking full advantage of all emerging technologies and provides a path to achieve national objectives.
55. Provide timely advice relating to the provision of new ICT Services and Innovations by maintaining a watching brief on new technology, by visiting other sites, appropriate training and attendance at appropriate conferences.
56. Develop business cases in support of securing capital investment or alternatives funding streams, for the development of ICT.
57. Using expert experience ensure Cyber Security Team functions are cohesive within the ICT department and deliver on the Hospitals objectives.
58. To use expert knowledge and skills to actively support the development and implementation of the Hospitals eHealth Strategy/Digital Roadmap.
59. To ensure that the work carried out by the Cyber Security Team is always aligned to the delivery of the eHealth Strategy/Digital Roadmap.
60. To work with and advise the Chief Information Security Officer to develop the governance required to ensure that ICT is strategically managed and fully integrated into the Hospitals governance model.
61. Provide specialist knowledge and advice on preparing and maintaining individual project plans, resource plans and reports using specialist project planning tools in support of the project planning cycle
62. Liaise with project staff, both internal and external to ensure that designated projects are delivered in a timely manner.
63. Develop quality review procedures and ensure that they are established across the Cyber Security Team to ensure they are effectively applied.
64. Provide support and assure the Information governance Group ensuring that appropriate PPG’s are maintained.

Leadership and staff management:
65. Completion of relevant training and availing of supports in the Leadership Academy including coaching, mentoring and leadership development as applicable.
66. Research emerging technologies, architectures, service models and products to determine their suitability for adoption at the hospital.
67. Develop and manage relationships with senior business sponsors
68. Use various funding sources to procure revenues to support initiatives
69. Maintain compliance with all legislative and Hospital policies including the areas of Health and Safety, Hygiene/Infection Control and Quality/Risk Management
70. Take an active role in change management and reform
71. Work with ICT and other colleagues to lead out on the development of appropriate frameworks, standards, architectures, etc. as agreed with the Chief Information Security Officer.
72. Liaise with regulatory bodies (e.g. HIQA) re standards, guidelines, etc.

Service Delivery:
73. Lead procurements for relevant software and technologies where appropriate
74. Processing financial transactions
75. Support and participate in internal and external audit process
76. Respond to and assist in resolution of critical ICT Incidents

Research:
77. Research and develop those areas that will both improve the quality of service provision and reduce costs.
78. Provide support to other research projects that rely on the use of ICT.

Training:
79. Fulfilling responsibilities for all mandatory and hospital mandated training (e.g. health and safety).

Communication:
80. Provide briefings to ICT and Hospital staff.
81. Liaise with other managers regularly, sharing experience and skills as appropriate.

Policy and Information:
82. Develop and deploy best practice policies, procedures, guidelines, processes and process frameworks.
83. Develop and implement appropriate performance SLA’s where required.

Data Security
84. Work with ICT colleagues to safeguard information from unauthorised use, modification, disclosure, or destruction.
85. Contribute to the TUH response to information security vulnerabilities and incidents, including the recording, investigating, and reporting of incidents and vulnerabilities, as well as the implementation of policy changes following an investigation.
86. Provide advice on the adequacy of technical measures in addressing risks to data held by TUH.

Qualifications & Experience required
Must have:
126. Degree in relevant field
127. 5 years’ relevant administration experience
128. Minimum of 2 years Supervisory / Management experience
129. Practical experience of use of IT systems / packages

131. Recognised Cyber Security Qualification(s) as applicable to this role.

Reward & Recognition
144. Remuneration is in accordance with the Department of Health Consolidated Salary Scales,
1st March 2025
€59,419 - €77,243 incl LSI

145. The appointment is full-time, permanent and pensionable
146. The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year
147. Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement
