The current salary scale for the position is €78,307 minimum of the scale to €97,731 maximum of the scale, inclusive of LSI’s.

Role
Kilkenny County Council has an ambitious capital programme for the delivery of key infrastructure across the City and County over the next 5 years. This includes, but is not limited to, residential schemes, transport infrastructure, pedestrian spaces, sport and community infrastructure. Its current capital budget projects have a spend of approximately €832 million. The planning and delivery of such a programme requires committed and competent professionals with the necessary skills and expertise to deliver for Kilkenny.
Kilkenny County Council is inviting applications from suitably qualified persons to fill the position of Senior Project Manager. A panel will be formed from which temporary/contract vacancies will be filled during the lifetime of the panel.
The person(s) appointed will work under the direction and control of the Senior Engineer or other officer designated by the Director of Services or the Chief Executive.
Job Duties and Responsibilities
Duties of the Senior Project Manager shall include:
* Implement the agreed strategies as directed by the Senior Engineer and/or the Director of Services.
* Manage staff and promote their training and development.
* Identify and agree individual work programmes, targets, and deadlines, ensuring their implementation and delivery.
* Supervise stakeholder relationships and the sign-off of project objectives.
* Manage overall project budgets and supervise the production of a Master Project Schedule and reports on scope, budget, and timescale delivery against baseline targets.
* Prepare tender documents for services and works contracts, including tender assessment and recommendations.
* Lead the delivery of all assigned projects from inception to completion.
* Engage with and manage relationships with funding providers, assist in capital funding applications, and manage project reporting and grant drawdowns.
* Liaise with land and property owners and assist with land acquisitions required for projects.
* Manage relationships with key national stakeholders, e.g., the Department of Housing, National Transport Authority, etc.
* Ensure projects are delivered in accordance with public spending code.
* Manage design teams to ensure projects proceed effectively and timely.
* Manage stakeholder relationships, establish project objectives, and obtain sign-offs.
* Produce risk registers and mitigation plans for high-impact risks.
* Produce monthly financial and progress reports, comparing actual performance against budgets, timelines, and scope.
* Review project costings and ensure budget targets are maintained, reporting variances immediately.
* Attend and represent the Council at conciliation and arbitration processes.
* Close out projects effectively, including final accounts and post-project reviews.
* Coordinate between teams and stakeholders involved in each project.
* Chair and record meetings with clients, stakeholders, and design and construction teams.
* Act as Employers' Representative as required.
* Manage public consultation processes and ensure statutory requirements are met.
* Manage performance, conduct, and attendance of direct reports.
* Represent the Council at meetings, deliver presentations, and prepare reports.
* Perform any other duties as assigned.
