The team and the opportunity
To continue the successful growth of our Capital Projects & Infrastructure team within EY’s Consulting practice, we are looking for experienced, motivated Senior Procurement Advisors with prior experience in large scale public procurements. You will play a pivotal part in advising and overseeing the procurement activities for construction and infrastructure projects, managing procurement and commercial risks, and maximising project success. Our Capital Projects and Infrastructure team sits within our Consulting business and is committed to delivering exceptional client services across sectors including energy, utilities, transport, housing, and healthcare. Our ambition is to become the Trusted Advisor for our clients in the procurement, construction, and operational phases of capital programmes by leveraging our people, partnerships, and global EY experience across the Capital project lifecycle.
Your Key Responsibilities
* Advise on procurement strategy and execution across major capital projects, working with EY team members and clients.
* Provide best-in-class advice to EY’s infrastructure clients to ensure competitive processes are aligned with market capacity and fully compliant with Irish and EU public procurement rules, guidelines, and regulations as applicable.
* Develop and implement procurement strategies, identify procurement needs, develop procurement plans, manage competitive processes, review supplier performance, and negotiate contracts.
* Conduct market analysis to assess capacity and capability of contracting organisations and supply markets.
* Build and maintain positive relationships, providing professional advice on procurement and sourcing strategies, policies, guidelines, and legislation.
* Collaborate with project teams to develop contract management plans aligned with objectives, timelines, and budget.
* Coordinate the contract formation process, including reviewing and negotiating contracts with contractors and vendors.
* Identify, assess, and mitigate contractual risks in collaboration with project stakeholders.
Internal Responsibilities
* Assisting in client account management activities such as recruitment for the project team, managing financial aspects of engagements, and quality/risk management.
* Building relationships with clients and colleagues to generate new business across EY.
* Supporting presentations and proposals for medium to high complexity projects to prospective and existing clients.
* Communicating effectively with EY senior management and helping to build, manage and motivate high-performing teams.
* Understanding EY service offerings and identifying opportunities to better serve clients.
* Building strong internal relationships within Consulting and across service lines.
* Supporting team development activities, including coaching, mentoring, performance reviews, and recruitment/training initiatives.
* Maintaining an educational programme to continuously develop technical skills and following workplace policies and procedures.
Skills and attributes for success
* 3rd level qualification in Engineering, Construction, Quantity Surveying, Procurement, Law, or related field.
* Confident and commercially minded with at least 10 years of broad professional experience in a similar role.
* Experience in public procurement, contract management and/or administration (construction sector).
* Knowledge of capital investment projects and experience delivering under the public procurement regime.
* Ability to work in a multi-disciplined team and handle multiple tasks concurrently.
* Working knowledge of industry and market conditions; strong initiative and decision-making skills.
* Strong negotiation and conflict resolution skills; experience applying compliance standards in tender processes.
* Ability to identify and meet targets and savings through procurement strategy optimisation.
Ideally, you will also have
* Experience in consulting or client-facing roles.
* Public procurement experience in the Construction sector.
* Knowledge of UK, Irish & EU Public Procurement rules and guidelines.
* Multidisciplinary experience including project management, contract management and procurement.
* Understanding of public procurement principles, including contract administration, risk management, change management and dispute resolution.
* Strong organisational skills and ability to manage multiple priorities in a fast-paced environment.
