JOB PURPOSE:

The University of Limerick is seeking a skilled Mechanical & Electrical Services Engineer to join its Technical Services Division of the Buildings & Estates Department. This role is essential in ensuring the effective operation, maintenance, and ongoing development of campus mechanical and electrical (M&E) systems.

Working within a live campus environment, the successful candidate will play a key role in the planned preventative maintenance (PPM) of critical building services while also providing technical support for both small and major capital projects. The successful candidate will collaborate with internal teams, external consultants, and specialist contractors to ensure high standards of safety, compliance, and efficiency across the University's infrastructure.

The total number of staff in the Technical Services Division of the Buildings & Estates Department exceeds 30 full-time dedicated mechanical & electrical staff. This is supplemented by various administration staff within the department, by external consultants and external specialist contractors (fire alarm, lifts, etc.) As support for the Technical Services Engineer, the Mechanical and Electrical Engineer will play a role in directing/managing these resources.

The Mechanical and Electrical Services Engineer shall assist the Technical Services Engineer with ongoing work in the following areas, as assigned to them from time to time.

Technical Support for Capital Projects

* Provide technical assistance for the design, planning, and supervision of small and major capital works projects.
* Collaborate with the Projects Office and external consultants during design development, specification reviews, and vendor assessments.
* Attend project meetings, monitor installations, and support project handovers and client demonstrations.
* Review coordinated drawings covering mechanical, electrical, and sprinkler systems.
* Identify and address non-compliance issues in specifications, drawings, and standards.

KEY ACOUNTABILITIES:

Technical/Professional

* Demonstrate good knowledge of construction, environment and building technology, mechanical and electrical services including their installations, building maintenance, maintenance management issues, practice and procedures.
* Demonstrate knowledge of current regulations regarding building, fire, electrical, and gas installations.
* Demonstrate knowledge of Building Management Systems.
* Demonstrate technical knowledge to carry out the duties and responsibilities of the post.
* Demonstrate ability to multi-task and manage priorities, strong interpersonal skills, communicates with impact.
* Demonstrate the ability to read and interpret architects’/engineers’ drawings, specifications and technical directions.
* Demonstrate evidence of computer skills including the use of AutoCAD, Microsoft Word, Microsoft Excel, SharePoint, e-mail and the internet, as relevant to the role.
* Demonstrate awareness of relevant standards, policies and legislation relevant to the role. Including means of keeping up to date with latest developments.

Health & Safety, Environmental

* Have a working knowledge of Health & Safety Legislation, including the Safety, Health & Welfare at Work Act (2005), Safety, Health & Welfare at Work (General Application) Regulations (2007) (SI 299), construction regulations 2013 (SI 291) and a good level of knowledge regarding all other health and safety legislation.
* Support and promote a safe working environment at all times, to include participation in the development of the annual maintenance safety statement.
* Have a working knowledge of:
* Building Control Act 1990 and 2007 and Technical Guidance Documents.
* Current Fire Alarm and Emergency Standards IS 3218 and IS 3219.
* IS and EU Standards pertaining the mechanical and electrical systems.
* CIBSE and BSRIA guidance documents.

To perform such other duties appropriate to the office as may be assigned to them from time to time by the Building Services Engineer.

KNOWLEDGE, FUNCTIONAL SKILLS, EXPERIENCE & QUALIFICATIONS:

Essential Criteria:

* Possession of a designated level of technical engineering skill and knowledge specifically in respect of the design, commissioning, operation and maintenance of mechanical and electrical systems for modern buildings and the ability to keep up with current developments and trends in areas of expertise.
* Possession of knowledge of statutes/codes/regulations specifically in respect of mechanical and electrical building’s services.
* Candidates must be able to demonstrate knowledge of the Mechanical and Electrical Engineering aspects of facilities management in large modern buildings.
* Health & Safety practices & legislation.
* Mechanical and Electrical aspects of construction and/or refurbishment.
* Fluent in written and oral English.
* Use of standard PC office packages.
* Use of CAD software (basic knowledge)
* Hold a third level qualification to a minimum standard of higher diploma/honours bachelor’s degree (quality and qualifications Ireland level 8 NFQ) in buildings services, mechanical, electrical or construction services engineering AND a minimum 3-years post qualification experience.

OR

* Hold a third level qualification to a minimum standard of diploma (quality and qualification Ireland Level 7 NFQ) or Trade Certificate in buildings services, mechanical, electrical or construction services engineering AND will have extensive experience (typically 7-years plus) in the management of buildings services, mechanical, electrical or construction services engineering including experience in the design, project management and construction of buildings and/or in the installation or maintenance of the mechanical, electrical and heating services of such buildings AND demonstrate having undertaken extensive relevant CPD training.
* Experience of the operation of mechanical services utilities e.g. air handling unit systems for various applications, LPHW generation & distribution, fire-fighting systems.
* and /or experience of electrical distribution, fire alarm and gas detection systems.
* Experience with the management of 3rd party service providers; including Specialist Contractors.
* Engineering review, decision making & analysis: Ability to make decisions and take action consistent with available facts, constraints, and anticipated consequences. Identify issues, obtain relevant information, relate and compare data from different sources, and identify alternate solutions.
* Communication: Ability to communicate, in written and oral form, detailed and technical engineering information, guidelines and standards/statutes/codes/regulations to various audiences to ensure that they understand the information and the message, and to seek compliance. Ability to deliver presentations suited to the characteristics and needs of the audience.

Desirable Criteria:

* Project Management:
* Ability to coordinate and administer programs and activities.
* Ability to manage resources, monitor activities and assess environmental risk, safety, and quality control associated with the program.
* Building Management Systems and Control Systems.
* Operational experience with Building Management Systems (e.g. Cylon and/or Tridium)
* Facilities management experience in educational, industrial or healthcare environment.
* Experience of planned preventative maintenance utilising a computerised maintenance management system.
* Experience in the delivery of new building services in operational buildings.

A higher level of proficiency in AutoCAD.
