We are seeking an experienced Technical Programme Manager to lead the successful end-to-end delivery of outsourced technology programmes for a leading financial services organisation. The successful candidate will be responsible for managing all phases of the programme lifecyclefrom strategic planning and vendor selection through to delivery, operational readiness, and business handover. This role requires a commercially astute, delivery-focused leader who has previously managed large-scale, third-party driven initiatives in highly regulated environments. You will be expected to drive programme governance, manage vendor relationships, mitigate risk, and ensure that programme objectives are met on time, within budget, and to the required quality standards. Key Responsibilities Programme Leadership Manage the full lifecycle of technical programmes involving external vendors and partners, from initiation through to implementation and transition to operations. Define and manage the overall programme roadmap, aligning with business strategy and technology delivery objectives. Ensure robust governance is in place, with appropriate reporting structures and steering group oversight. Outsourced Delivery Oversight Lead the planning, mobilisation, and execution of outsourced delivery engagements, including SLA management, escalation handling, and contract adherence. Collaborate with procurement, legal, and commercial functions to manage third-party contracts and performance. Act as a key interface between internal teams and vendor delivery teams, ensuring seamless collaboration and communication. Risk, Compliance & Regulatory Management Monitor and manage programme risks, issues, and dependencies, particularly those relating to third-party operations and compliance obligations. Ensure alignment with internal governance standards, data privacy, and financial regulatory requirements. Stakeholder Engagement Engage with senior stakeholders across business, technology, and operations to ensure alignment of objectives and successful outcomes. Lead regular programme status updates, presenting at steering committees and executive forums as required. Work with business readiness and change management functions to ensure smooth handover and adoption. Budget & Resource Management Manage programme budgets, forecasts, and financial reporting in collaboration with finance teams. Track vendor delivery costs, internal resource allocations, and any change control activity affecting scope, cost, or timelines. Candidate Requirements Essential Minimum 10 years' experience in technology programme management, with at least 5 years experience managing outsourced or vendor-led programmes. Demonstrated experience delivering complex programmes within the financial services sector, ideally involving both infrastructure and application components. Deep understanding of end-to-end programme lifecycle, including vendor selection, contract negotiation, programme governance, and operational readiness. Strong commercial and stakeholder management skills, including experience working with legal, procurement, and compliance functions. Comfortable working in hybrid delivery environments (Agile/Waterfall) and managing across internal and external delivery teams. Excellent communication, leadership, and interpersonal skills with the ability to influence at senior levels.
