Job TitlePublic Sector National Estates - Programme ExecutiveSalary€52,026 pa (Other arrangements may apply if you are currently a serving civil or public servant)Tenure5-year fixed term contractWork LocationDublin, Cork, Dundalk, or SligoClosing DateMidnight, Saturday 29th November 2025Role ProfileWe have an exciting opportunity in the Public Sector and Regulatory Programmes Department, a dynamic team within the Business, Public Sector and Transport Directorate.Public Sector and Regulatory Programmes Department delivers actions within the Climate Action Plan related to public sector targets and are delegated by the Minister for Climate, Energy and the Environment to implement regulatory programmes.Public Sector National Estates & Very Large Energy Users ProgrammeThis is a relatively new programme (< one year old) within the Public Sector suite of programmes. The programme supports large public sector bodies and specific sectors in planning and delivering their public sector targets. Its main focus is on supporting the five main National Estate Portfolio Leads (NEPLs) to plan and deliver the decarbonisation of their building stock:HSE and health sector as a wholeDepartment of Education and schoolsOPW and central governmentDepartment of Further and Higher Education Research Innovation and Science and the ETB/University/College sectorLocal authority sector.The successful candidate will be assigned to lead supports to a specified sector i.e. DFHERIS and the third level sector. The main deliverable is to work with the sector to develop and continually refine a pathway to achieve all the various targets. A key aspect of the role will be to establish and manage a structured relationship with key personnel in their assigned sector. This happens through an agreed set of structured workstreams, and regular proactive engagement.Reporting to the Public Sector National Estates Programme Manager, the successful candidate will join an innovative team of programme executives undertaking the same deliverables in their assigned sectors.Essential RequirementsThe successful candidate must be able to demonstrate:A degree (a minimum NFQ level 7 or greater) or equivalent qualification in a relevant technical discipline such as in Engineering, Science, Technology, or Building Services.A minimum of three years' experience directly relevant experience working in this sector or in a similar role (postgraduate studies may be included).Experience building and maintaining effective working relationships internal and external stakeholders.Strong written and verbal communication skills (including report writing, presenting and public speaking) with an ability to communicate complex concepts to non-technical audiences and to represent SEAI in a public forum.Well-developed IT skills (Word, Excel, PowerPoint, SharePoint).Desirable RequirementsExperience in the sustainable energy sector.Experience of working in/with the Public Sector.Building energy saving or retrofit experience.Experience of budgeting and cost management.Experience of project management, including projects involving a diverse range of internal and external stakeholders.Experience of developing strategic approaches to energy efficiency and/or energy related decarbonisation.Ability to work independently and as part of a team.Excellent organisational and time-management skills, with a keen eye for detail.Experience or knowledge of delivering positive customer experiences.Eligibility to WorkThe SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland. To qualify, candidates must hold a valid visa on the date of application and where applicable to support a candidate's application, candidates must submit a valid work permit/visa confirming permission to work in Ireland when requested.
