Summary Of The Business
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).
Role Summary
We have an exciting opportunity for a talented and motivated individual to join the People Function as a Talent Acquisition Specialist. The People Function provides a full range of HR services to its c800 internal clients, across eight distinct business units. The role requires an experienced Talent Acquisition professional to partner with Hiring Managers and People Function colleagues to source, attract, interview, and hire the best talent (both internally and externally) for the NTMA.
Principal Accountabilities
* Full life‑cycle management of the talent acquisition process, from candidate attraction through to offer management within the strict parameters of the headcount budget.
* Design and implement robust online and offline structures to support talent attraction, using market knowledge to engage with active and non‑active talent.
* Manage key stakeholder relationships as a trusted partner and valued advisor, building a deep understanding of their business, role requirements and desired profiles.
* Use data and analytics to report on hiring trends, improve processes, and influence outcomes.
* Drive our employer value proposition, implementing candidate attraction campaigns throughout the year.
* Identify top talent via direct channels, social media, web sourcing and talent mapping.
* Screen potential candidates, providing an outstanding applicant experience and a thorough in‑depth assessment.
* Deliver a best‑in‑class candidate experience through clear communication, timely feedback and a values‑driven recruitment process that enhances our employer brand.
* Build talent pipelines and develop proactive hiring strategies to fill current and future roles to drive improvements in time‑to‑hire for stakeholders.
* Manage end‑to‑end Graduate Recruitment programme including participation in career fairs, social media etc.
* Champion inclusive hiring practices to attract diverse talent pools.
Experience & Qualifications
* 3 – 5 years’ experience in Talent Acquisition, either internal or agency; preferably in the Financial Services industry.
* Third level degree in Human Resources or a business‑related discipline.
Skills & Knowledge
* A passion and natural flair for recruiting to a high standard, ensuring a top‑class candidate experience at all times.
* Must have excellent working knowledge of varied sourcing capabilities and technologies including LinkedIn, Irish Jobs, other job boards.
* Knowledge of applicant tracking systems such as SuccessFactors.
* Familiarity with psychometric assessment tools is desirable.
* Must be able to demonstrate creative and innovative approaches to enhancing processes / operations.
* Ability to work in a team environment and communicate effectively with HR and business partners.
* Ability to effectively prioritise and complete key tasks and deliverables.
* Strong verbal and written communication skills.

Pension Abatement
